We are currently seeking a Pre-Trip Notification System (PTNS) Coordinator to support NOAA’s National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), Northeast Field Operations (NEFOP), and the Fisheries Sampling Branch (FSB).
To effectively monitor and manage U.S. fisheries, the Government collects fisheries-dependent data aboard commercial fishing trips. In the Northeast, this work is performed through NEFSC/FMO’s NEFOP, ASM, and IFS sampling programs. The Pre-Trip Notification System (PTNS) is a critical web-based tool that enables the randomized selection and assignment of observer coverage across multiple fisheries and sampling frames. This dynamic and evolving system is used by a range of stakeholders, including NOAA staff, industry, vessel owners/operators, and observer service provider companies. PTNS is integrated with multiple other database systems, requires ongoing maintenance and real-time monitoring, and must remain publicly accessible 24 hours a day, 7 days a week, 365 days a year to support continuous fisheries operations. (This will be a contingent position, based upon contract award). Lynker will be operating under FLOAT – the FISH and Lynker Oceans Alliance Team – a Joint Venture Prime contract holder for NOAA ProTech Fisheries 2.0.
The contractor shall provide assistant area lead support, including the following
- Provide support for phone and email trip notifications and entering trips as needed.
- Pespond to industry, provider, and internal questions and inquiries in a timely and professional manner.
- Assist with routine database maintenance tasks.
- Assist with training providers, industry, and industry representatives on PTNS protocols and functions as needed.
- Assist with PTNS and Electronic Monitoring (EM) outreach as requested.
- Assist with querying databases as needed.
- Be familiar with editing NEFOP observer and/or ASM data and familiar with protocols for all observed fisheries.
- Assist with the maintenance and updating of PTNS documentation, instructional materials, and troubleshooting guides.
- Assist with the monitoring of the PTNS website and its system performance, and with monitoring coverage metrics.
- Assist with monitoring vessels’ PTNS compliance.
- Assist with miscellaneous data summaries and requests as needed.
- Assist with viewing, editing, and analyzing EM data as needed.
- Deploy as needed on shadow trips, trip trainer trips, and probation/priority (Data Quality) trips.
- Attend relevant Fisheries Management Council Plan Development Team meetings to stay updated on future rules and regulatory changes.
- Be available for periodic overtime as well as regular weekend assignments.
- Participate in research cruises aboard NOAA research vessels.
- Participate in inReach rotation for after-hours support.
- Support some on-call after-hours work.
- May be required to travel domestically within the U.S.
- May be assigned periodic regional outreach events.
- Assist with PTNS system troubleshooting and testing activities.
Contractor Qualification Requirements
The Contractor shall provide qualified individuals with sufficient education, training, and experience to adequately maintain the quality standards at an acceptable level that is consistent with identified standards as cited in this contract. The Contractor, through innovation, training, or other means, shall perform the required services in order to meet the quality and performance standards to achieve desired results.
In addition, contractor personnel assigned to this task shall meet the following minimum qualifications
- Must have a minimum of one (1) year of relevant experience working with marine fisheries information programs or other science-based programs.
- Provide strong leadership, direction, organization, guidance, decision making, and conflict resolution.
- Experience using Oracle database systems.
- Experience handling multiple projects and deadlines with flexibility between tasks.
- Experience working as part of a team to define and refine system user requirements.
- Experience with project management tools such as JIRA.
- Experience utilizing or designing complex analytics/information systems.
- Experience in fisheries management and monitoring.
- Experience using statistical programming languages such as R.
- Experience developing and monitoring resource investment strategies.
- Proficient in current MS Office software programs.
- Proficient in the primary G Suite tools include Gmail, Drive, Docs, Sheets, Slides, Forms, Calendar, Google+, Sites, and Hangouts.
The proposed personnel must possess and maintain the following skills/certifications and/or credentials during the period of performance
- First Aid CPR AED (Red Heart Association or equivalent)
- Valid Driver’s License
- Bloodborne Pathogens Training
- Commerce Learning Center (CLC) Defensive Driving course
