As part of our ongoing growth and expansion, we are seeking to hire a full-time Dockside Monitor within the Fisheries Monitoring and Research Division (FMRD). This role provides vital support to exempted fishery permits (EFPs) and emerging programs by directly assisting the fishing industry with real-time monitoring of fishing activities. The position offers flexibility with on-call and variable hours, accommodating temporary or interim engagements as program needs evolve. With activities occurring around the clock, seven days a week, and best supported by hourly staffing, the Dockside Monitor (DSM) serves as an essential part of the industry’s dynamic monitoring efforts. (This will be a contingent position, based upon contract award). Lynker will be operating under FLOAT – the FISH and Lynker Oceans Alliance Team – a Joint Venture Prime contract holder for NOAA ProTech Fisheries 2.0.

Key Responsibilities

  • Collaborate with FMRD program managers (PM), EFP Principal Investigators (EFP PI), vessels, and dealers to coordinate offload monitoring. Deliver finalized weigh-out and biological data reports consistently.
  • Operate in shoreside facilities to document catch/discards and verify processing protocols at plants.
  • Work portside to support regional portside sampling programs.
  • Track assigned vessel activity through email, text, and Vtracks.
  • Ensure timely arrival for offloads by coordinating with FMRD PMs, vessel, and dealer representatives.
  • Meet vessels at remote locations to conduct hold verifications, tracking catches to dealers for weigh-outs.
  • Observe and document offload processes at dealers, verifying accurate recording of species, market categories, and weights.
  • Enter fish holds to verify complete processing of the catch, which requires ladder climbing.
  • Sort, weigh, and measure sub-legal groundfish.
  • Obtain weigh-out reports for legal catches from dealers.
  • Email catch summaries to the PM upon paperwork completion.
  • Scan and email logs and associated paperwork to PM, maintaining originals for bi-monthly meetings.
  • Enter trip data into the DSM database accurately and timely.
  • Provide quality assurance/control for offloads carried out by other DSMs.
  • Develop descriptive statistics and analytical support for catch and biological data.
  • Debrief with PM and DSM colleagues every other month, discussing activities, potential enhancements, and archiving paperwork.
  • Maintain all assigned sampling equipment in good working order.
  • Participate in NOAA research cruises as time and funding allow.
  • Deploy on shadow, trip trainer, and probationary (Data Quality) trips as needed.
  • Support on-call after-hours work when necessary.
  • Travel to facilities processing surf clams/ocean quahogs.
  • Monitor and verify sorting, landing volumes, and reporting data collection requirements at surf clam/ocean quahog facilities, entering data for FMO.
  • Monitor portside offloads, collecting frequency and biological data. Maintain efficient communication with PM, EFP, PI, Captains, and dealers to guarantee service quality and keep all parties updated.
  • Arrange coverage for offload monitoring when unavailable and communicate accordingly to FMO Operational Staff.

Contractor Qualification Requirements

  • Minimum one (1) year of relevant experience in marine fisheries or related science programs.
  • B.S. degree in Marine Biology, Fisheries, or a similar field.
  • The capability for effective interactions with fishing community members.
  • Understanding commercial dealer operations relating to product processing and categorization.
  • Proficiency in identifying Northeast marine fish and invertebrate species.
  • Previous dockside/portside monitoring experience is highly desirable.
  • Ability to board fishing vessels, climb ladders, and enter fish holds.
  • Ability to lift at least 60 pounds repeatedly.
  • Skill in team-based field activity planning and execution.
  • Experience working in diverse teams with exceptional communication skills.
  • Proficient in MS Office and G Suite tools (Gmail, Drive, Docs, Sheets, etc.).

Required Certifications/Credentials

  • First Aid CPR AED (American Heart Association or equivalent).
  • Bloodborne Pathogens Training.
  • Commerce Learning Center (CLC) Defensive Driving Course.
  • Valid Driver’s License.
