As a Civil Enforcement Officer, you will play a key role in ensuring the safe and efficient use of parking across the borough. You will undertake regular patrols and inspections to enforce both on-street and off-street parking regulations, issuing Penalty Charge Notices (PCNs) in line with established standards and gathering accurate evidence to support adjudication where required. You will be responsible for maintaining clear and accurate records of your activities, completing reports, and responding appropriately to service communications.

The role also involves identifying and reporting defects in road markings, signage, and other street infrastructure, as well as placing and retrieving “No Waiting” cones and keeping detailed records of these activities. Providing a visible and approachable presence in the community, you will offer advice and assistance to members of the public on parking matters, handling enquiries professionally and in line with customer care standards. You may also support local authority surveys and data collection exercises to help inform service improvements.

You will use a range of equipment and systems as part of your daily duties, ensuring they are functioning correctly, reporting any faults, and managing the secure handling of information through regular uploads and downloads. In addition, you will carry out inspections of pay and display machines, ensuring they meet operational and financial compliance standards, and undertake minor repairs where appropriate. As part of a supportive team, you may also contribute to the training and development of new Civil Enforcement Officers, helping to maintain high standards across the service.

This is a varied, outdoor role that requires attention to detail, professionalism, and a commitment to delivering a fair and effective enforcement service.

We are looking for someone with experience of working with the general public and a strong commitment to delivering a professional and fair service. You will be confident in engaging with a wide range of people, including situations where individuals may be challenging or confrontational, and you will always respond in a calm, polite, and tactful manner. You will have the ability to accurately record and reproduce information, both in written reports and through the use of handheld or other mobile IT equipment, ensuring attention to detail at all times.

You are able to read, understand, and follow procedures and guidance, using your judgement to establish facts and take appropriate action within defined processes. You can organise your own workload effectively, working independently while ensuring duties are completed efficiently and to required standards. A strong understanding of customer care principles is essential, along with an awareness of equality and diversity and how discrimination can impact both service delivery and the people you work with.

You will have a basic understanding of parking legislation and a willingness to apply this knowledge consistently in your daily work. The role requires flexibility, including the ability to work unsociable hours, particularly at weekends. You must also be physically able to walk and stand for extended periods (up to 8 hours per day) and work outdoors in all weather conditions.
