Do you have a passion for procurement and a keen eye for market insight? We’re looking for a Procurement & Market Intelligence Officer to join our Health and Social Care portfolio and help deliver real value for the Council, our services, and the community.

In this role, you’ll be responsible for managing the end‑to‑end delivery of low‑risk procurement activities, mainly those falling below the Public Contract Regulations 2015 (PCR15) and Procurement Act 2023 thresholds. You’ll work across a variety of categories—covering works, supplies, and services—and, with support, also contribute to projects of greater complexity and risk under PCR15/PA23.

As a trusted advisor, you’ll lead the way in sharing procurement policy and local standing orders with services, making sure projects are fully compliant and deliver the right outcomes. You’ll also be undertaking options appraisals and procurement activity that don’t just save money, but also improve services and directly contribute to our overarching Council objectives and the Luton 2040 vision.

About You

You’ll have solid experience delivering procurement projects and a strong understanding of procurement procedures and techniques. Your background will include working in a purchasing, procurement, business administration, commercial, or financial environment, where you’ve contributed to achieving cost savings and delivering tangible results.

You’re confident working with a customer‑focused mindset, able to explain processes, procedures, and internal control requirements clearly to colleagues across departments. Your negotiation and influencing skills are well developed, allowing you to build strong relationships with a wide range of stakeholders and organisations.

You bring a positive, proactive, “can‑do” attitude, consistently looking for opportunities to implement continuous improvement and find solution‑focused approaches. You have demonstrable knowledge of current procurement legislation, including the Public Contract Regulations 2015 and PA23, and you’re a procurement practitioner qualified. Familiarity with e‑procurement tools is a plus.

Your formal qualifications may include A‑Levels or NVQ3, or you can demonstrate equivalent procurement knowledge through experience. Above all, you’re a collaborative, organised professional who thrives on delivering results while supporting colleagues and improving processes.

This is a public‑facing role so you’ll need to show fluency in speaking and writing English.
