Supervises the work of assigned program staff and provides training and technical assistance in the program area. Provides instruction and guidance to transit vehicle operators and makes adjustments when needed, including coverage under staff shortages as a customer service representative, dispatcher, or vehicle driver. Properly responds to transit emergencies and safety events. Communicates effectively and efficiently to resolve problems by working with the Transit management team, personnel, stakeholders, and the public. Prepares and reviews reports on program effectiveness. Confers with staff on issues and problems to identify and implement solutions. Assists management in planning, implementing, coordinating, monitoring, and evaluating programs. Helps develop program guidelines, procedures, and policies, and monitors compliance. Assists in preparing training and operational manuals, as well as educational and marketing materials. May conduct investigations, program analyses, and research studies. May assist in preparing program budget requests. Coordinates with maintenance staff to ensure vehicle availability, safety, and maintenance.

Required Knowledge, Skills, and Abilities:

  • Knowledge of local, state, and federal laws related to the program; public administration and management techniques; statistical analysis; budgeting; research; training and marketing; and program management.
  • Skills in measuring performance indicators and using computers and relevant software.
  • Ability to gather, analyze facts, set goals, solve administrative problems, develop policies, and supervise others.
  • Proficient in general computer use, including Microsoft Suite (Word, Excel, Outlook, Teams), and CAD (Computer-Aided Dispatching).

Experience and Education:

Graduation from an accredited four-year college or university in a relevant field is preferred, with at least three (3) years of experience in dispatching, commercial driving, or transit-related management. Education and experience may substitute for each other.

Certificates and Licenses:

Valid/Current Texas Commercial Driver’s License or ability to obtain within six months. Transit-related certifications. May require registration, certification, or licensing in a specialized area.
