Procurement Officer – 6 month contract £250 per day InsideIR35 – Newcastle (remote and hybrid options)

One of Loriens leading Public Sector Clients are looking for a highly experienced Procurement Officer to join their team on an initial 6 month contract.

Option to go contract to permanent at end of contract.

Responsibilities:

  • Manage the process to ensure that all documentation is complete and of the required quality standards to allow procurement and legal to fulfil their roles to assist project delivery.
  • Provide advice and guidance in relation to all pre-procurement activity ensuring that any documentation is compliant with Contract Standing Orders and relevant legislative requirements.
  • To ensure that all documentation for procurement and contract management activity meets the requirements of the Combined Authority’s Financial and Statutory Regulations and Procurement Regulations contained within the corporate procurement processes.
  • Understand and promote the most effective routes available to the Combined Authority such as Framework Agreements.
  • To ensure the Combined Authority’s Corporate Contract Register and electronic procurement/legal log are accurately maintained and that information is recorded on commissioning activity and pricing.
  • To contribute to the development, implementation, review and maintenance of business systems and processes which contribute to effective decision making.
  • Provide advice and be responsible for day-to-day management of ensuring the Authority meets its responsibilities in relation to Information Governance including document retention.
  • To manage the Combined Authority’s relationships from a procurement perspective.
  • Support the Combined Authority’s decision making structure.

Essentials:

  • Using the Government Find A Tender system
  • Have knowledge of placing contracts under PA 2023
  • Preferably have knowledge of NEPO’s Open tendering platform
  • Experience of Bloom and Crown Commercial frameworks.
  • Part qualified CIP or equivalent or qualified by extensive experience.
  • Experience of working with recognised procurement concepts, accounting standards and regulations.
  • Experience of working with key ICT systems.
  • Experience of preparing and supporting management reporting and analysis.
  • Strong customer focused approach.
  • Proven ability to perform consistently to tight timescales.
  • Proven track record of developing and maintaining strong relationships.
  • Understanding of public sector business.
  • A broad procurement expertise and strong technical skills.
  • Ability to use skills and knowledge in order to resolve specific issues and develop short to medium term plans meeting key deadlines.
  • Ability to contribute to the development of longer-term plans and more complex solutions.
