Role: IT Procurement Lead
Location: City of London
Duration: 6 Months
Rate: £650 per day (Inside IR35)
Our Public Sector client is seeking a procurement professional to support the delivery of critical upgrades to its core infrastructure.
These systems underpin it's obligations as a direct participant in CHAPS, BACS, CREST, and SWIFT, and are essential to maintaining compliance with ISO 20022 messaging standards and enabling future initiatives such as RTGS extended hours
The successful candidate will lead procurement activities in accordance with the Public Procurement Act 2023 (PA2023), ensuring commercial delivery, compliance, and risk mitigation across complex technology contracts.
Key Responsibilities
- Lead procurement strategy development and execution for contracts, including Statement of Work (SOW) negotiation.
- Manage end-to-end sourcing life cycle under PA2023 Competitive Flexible Procedure, including market engagement, tender documentation, evaluation, and contract award
- Ensure compliance with the public sector procurement regulations.
- Draft and negotiate contract amendments, including licensing terms, extended maintenance, and legacy fees
- Support commercial delivery milestones, including payment triggers.
- Liaise with Legal, Finance, and Technology teams to ensure alignment on contract terms, capitalisation, and resource planning.
- Provide commercial input to programme boards, steering groups, and senior stakeholders.
Essential Skills
- Proven experience in Public Sector Technology procurement.
- Strong understanding of PA2023 procurement procedures, including Competitive Flexible and Direct Award routes
- Demonstrable experience managing complex software contracts, including licensing, support, and upgrade negotiations.
- Ability to manage multiple stakeholders across Legal, Finance, Technology, and Programme Delivery.
- Excellent drafting skills for SOWs, contract amendments, and governance papers.
- Strong commercial acumen and risk management capability.
