Our Client, a Local Authority, is looking for a Project Manager to join their Parks Service Programme. This is a 3-year, multi million programme of investment projects that will improve and provide new facilities in the city’s parks, green spaces and food growing spaces. We are seeking a capital delivery programme manager with experience in construction projects to oversee a delivery team and ensure that our projects are delivered on-time and to budget whilst providing the quality and benefits our residents and communities expect from us. The programme manager will also work across teams within the Parks Service to develop requests for further capital funds to improve services going forward and add to the programme.

Key Responsibilities

  • Lead the planning, development and delivery of a portfolio of capital projects and programmes.
  • Ensure projects are delivered on time, to budget and to agreed quality standards using appropriate project and programme management methodologies.
  • Develop and manage complex business cases, budgets and financial forecasts in line with council procedures and regulations.
  • Maintain detailed, integrated project plans with complex dependencies, using these as live control and decision-making tools.
  • Provide strong leadership to programme and project teams, offering guidance, direction and performance management.
  • Identify, manage and mitigate project risks, providing clear analysis, options and recommendations to senior stakeholders.
  • Manage a complex stakeholder environment, including internal services, external partners and contractors.
  • Ensure compliance with relevant construction legislation and standards, including CDM 2015.

Essential Experience & Skills

  • Solid Project Manager in the Construction Sector.
  • Advanced knowledge and practical application of recognised project and programme management methodologies (e.g. PRINCE2, MSP, Agile).
  • Membership of a relevant professional body (e.g. CIOB, RICS) with strong knowledge of construction law, regulations and standards.
  • Proven experience delivering complex, high-risk capital projects or programmes.
  • Strong financial management skills, including budget control, forecasting and business case development.
