Tower Hamlets council is committed to creating cohesive communities that are strong, fair and inclusive. We want Tower Hamlets to be a place where young people have equal access to opportunities to reach their potential and have a good quality of life.

To supply youth activities for LGBTQi+ young people aged 11 to 19 (up to age 25 with SEN) enabling them to have access to free positive activities and informal educational. The activities offered should be stimulating, interesting and fun; and should include a range of opportunities to enable young people to develop socially, physically and intellectually in addition to catering for young people's self‑esteem, self‑worth and overall wellbeing.

The offer should include elements of counselling, wellbeing support, personal development; and support tailored to the young person's needs. This specification sets out the Youth Service’s objectives in respect of the standards to which the contractor shall be expected to deliver during the contract period. The contract shall provide LGBTQ+ support for CYP in Tower Hamlets.

Programme structure:
  • Term Time programme (38 weeks): a minimum of 1 session per week totalling 4 per hour over 38 weeks.
  • Holiday programme (10 weeks): delivered during school holidays, minimum 4 hours per week.

Providers must deliver services from a designated building, whether it’s their own or leased, and this will be checked during the tender process. The initial contract duration is 2 years, with an option to extend for up to 2 years (1+1). The contract will run from 1st September 2026 to 31st August 2028, with the extension option until 31st August 2030.
