Head of Policy – LondonThe Policy & Impact Team is a recent integration of existing Impact and Insights Teams with the addition of a Policy function. These teams are collectively responsible for leading London & Partners’ corporate narrative, helping to positioning us as the partner of choice for grant and philanthropic funders, influencing policy direction and implementation, measuring and communicating our impact, providing insights to support our Partners and delivery teams, as well as seeking new opportunities, designing and incubating new products and services. The team also holds a key role in supporting our wider business areas with key insights and thought leadership to help them engage with stakeholders, partners and clients. Purpose of the role The Head of Policy enables London & Partners impact for London by determining and developing strategic policy for the delivery of growth-related services in London.
They will provide thought leadership, focusing on business and policy audiences. In turn, supporting London & Partners to win bids and develop new services. They will work to enhance London & Partners’ reputation as London’s Growth Agency, working closely with the CEO, senior team and other teams across the business, utilising data, insights and intelligence to inform policy for London and beyond. Reporting to the Director of Policy & Impact the Head will work closely with the Head of Insight & Impact and the Head of Public Affairs, to develop and deliver London & Partners’ Impact and Thought Leadership Strategies. Key Tasks1. LeadershipManage a small direct team as well as multi-disciplinary matrix and diverse teams, providing inspirational and inclusive leadership.Build strong working relationships with the CEO, with the senior team and Directors across the organisation as needed, and with other Heads in the Directorate.Support and developing team members and wider project teams, demonstrating commitment to London & Partners’ values. 2. Policy Tell London & Partners’ story brilliantly providing strategic vision and innovative solutions to influence policy implementation and business behaviour.
Work with the Director of Policy & Impact, and the Director and Head of Communications, to refine a coherent narrative for London & Partners. Create clear, well-evidenced policy positions. Provide line management support to the Senior Manager – London Growth Plan, who will be working directly with our CEO to coordinate our contribution to the delivery of London’s Growth Plan. Relatedly, ensure that L&P\\\\\\'s policy and thought leadership work is aligned with and complements the Growth Plan as well as delivering L&P\\\\\\'s mission.Collaborate with the Head of Insight & Impact, and the Director, on the development of London & Partners’ Insight & Impact Strategy (this work is led by the Head of Insight & Impact).
The Insight & Impact Strategy will describe how the organisation will grow its impact for London by improving or scaling existing activity and by developing new products and services, and by undertaking horizon scanning and research activities that support our delivery and our thought leadership role. Working with the Director and other Heads in the Strategy Directorate, develop a Thought Leadership Strategy, supporting the delivery of existing activity as well as the Insight & Impact Strategy and Commercial Strategy. Work to inform wider policy across London and Government through insights, data and methodology. Engage with potential funders, supporting the development of a non-commercial fundraising strategy for London & Partners. This means securing grants, public sector contracts and philanthropic funding to deliver the Research & Impact Strategy. Working with the Director to analyse upcoming opportunities, shape policy implementation and write winning bids. 3. Programme Development Analyse upcoming opportunities, shape policy implementation and write winning bids. Support the development of new (non-commercial) programmes.
This means shaping the high-level policy objectives and KPIs, basic service design, budget and operating model, working closely with the Operations team and relevant business Unit. Ensure strategic policy or programme concept design happens in concert with the relevant delivery teams. 4.External Relationship Management Working alongside our Public Affairs Team and Partnerships Team, initiate, build, develop and maintain strong working relationships with key stakeholders, funders and other key players in this field including relevant practitioners, academics, policy advisers, business leaders, business groups, politicians, civil servants, L&P partners, and relevant private and voluntary and community sector organisations. The purpose of these relationships is to gather policy intelligence and share our expertise and insight. Network on behalf of London & Partners, representing the organisation speaking at high profile events and forums to relevant audiences, including government, other organisations and funders.You’ll have/bringThe successful candidate will demonstrate:Proven track record in analysing policy issues, evaluating options and making recommendations and decisions based on complex information and competing priorities.Proven aptitude for leadership with demonstrable experience leading diverse and high performing teams. Experience working collaboratively with and influencing a diverse range of stakeholders to deliver against challenging deadlines, while managing multiple priorities within a policy implementation or service delivery environment.Ability to see the connections between activity undertaken across London & Partners and to develop a coherent corporate narrative or position.Sophisticated insight into London’s political context and the role of London & Partners as London’s growth agency, to inform policy and understand complex legislative environments. Skills & CompetenciesActive involvement in, and experience of thinking strategically about policy priorities related to the growth agenda.Ability to develop innovative ideas and solutions to plans, challenges and objectives through creative and strategic thinkingExcellent communication, written and presentation skills.
