This London Borough Council is seeking an accomplished Digital Delivery Manager to lead the transformation and delivery of digital change initiatives across our council. Reporting to the Head of Digital & Products, this pivotal role will have responsibility for developing our Digital Delivery Team and shaping the digital project management landscape. You’ll play a key role in managing our digital project portfolio, embedding effective processes, and delivering better digital outcomes for our community and organisation.
The role offers the opportunity to drive significant impact—whether streamlining council services, implementing new digital solutions, or fostering a culture of accountability, collaboration, and innovation. You will work with a mix of permanent staff and experienced contractors, supporting professional growth and developing robust governance for all digital programmes.
Main Responsibilities- Lead, manage, and develop the Digital Delivery Team—including project managers, service designers, PMO analysts, architects, and others—to deliver digital projects on time, within budget, and to high standards.
- Oversee and develop the Digital PMO, including portfolio planning and reporting, resource and financial management, and project assurance.
- Design and implement digital project, programme, and portfolio management processes and templates across the council.
- Ensure digital investments align with council objectives and that every project complies with relevant governance and digital strategy.
- Be the escalation point for project managers, and work with senior stakeholders to manage risks and issues.
- Drive communications and business engagement to support adoption of digital processes and good governance.
- Collaborate with key partners in Finance, Procurement, Legal, and Information Governance to ensure seamless, compliant delivery.
- Champion a digital delivery culture of urgency, transparency, accountability, and best practice—focused on outcomes and risk management.
- Support the development and professional growth of team members, including those new to formal project management.
- Contribute to continuous improvement of digital delivery, portfolio management, and change adoption processes.

- Excellent knowledge of project, programme, and portfolio management methodologies, tools, and governance.
- Extensive experience leading digital change in large, complex organisations—ideally including the public sector.
- Proven track record as a Digital Portfolio/Programme Manager, with responsibility for multiple projects and teams.
- Strong stakeholder management and communication skills—able to interpret technical issues for non-technical audiences.
- Proficiency in risk management, resource planning, financial management, and assurance reporting.
- Ability to motivate and develop teams; adept at building a collaborative, improvement-focused culture.
- Understanding of IT systems common in local government and the latest technology trends.
- Relevant professional qualifications are desirable.
