Job Introduction

The London Innovation and Improvement Alliance (LIIA) is the Association of London Directors of Children's Services (ALDCS) sector-led improvement partnership and is hosted by London Councils. We exist to facilitate collaboration to address ALDCS priorities, provide a platform for innovation, identify and share effective practice, and produce and make accessible shared datasets.

As part of the ambitious London Regional Care Cooperative (RCC) programme, we are seeking an experienced and motivated Sufficiency and Supplier Relationship Manager to join our growing team.

This is an exciting opportunity to play a leading role in shaping the future of care placement sufficiency and commissioning across London. Working closely with Directors of Children's Services, commissioners, procurement professionals, providers, and government partners, you will help drive collaboration across boroughs to improve outcomes for children and young people while supporting a more sustainable and effective care market.

Main Responsibilities

The London Regional Care Cooperative (RCC) is a key strategic initiative designed to strengthen collaboration across London and improve the way services for children in care are commissioned and delivered.

As the Sufficiency and Supplier Relationship Manager , you will lead the delivery of the London RCC's One Customer workstream , driving collaboration across London boroughs to improve market management, supplier engagement, commissioning, and sufficiency planning across the capital.

You will play a central role in delivering the pan-London Sufficiency Strategy and Action Plan, working with senior leaders, local authorities and partners to develop strategic approaches to supplier relationship management, market development and procurement. You will support the design and delivery of initiatives that strengthen commissioning arrangements at both regional and sub-regional levels.

Working closely with the Head of RCC Delivery, you will lead and coordinate complex programmes of work, ensuring effective planning, governance, risk management and performance monitoring. You will build strong relationships with a wide range of stakeholders, providing strategic support, facilitating collaboration, understanding and helping to drive system-wide improvement.

The role also includes oversight of programme resources and budgets, supporting communication and knowledge-sharing activities, and representing the RCC at meetings, workshops and events.

This is a unique opportunity to influence strategic commissioning practice, shape regional market development, and make a meaningful contribution to improving outcomes for children and young people across London.

This is a politically restricted post, under Section 2 of the Local Government and Housing Act 1989.

The Ideal Candidate

We are looking for a highly motivated and experienced individual with strong programme and stakeholder management skills, and significant knowledge of children's commissioning and procurement, ideally within London.

You will have a proven track record of delivering complex projects, managing competing priorities, and working collaboratively across multiple organisations to achieve successful outcomes. You will be confident influencing and negotiating with senior stakeholders, building trusted relationships, and providing strategic advice in complex environments.
