London Treasury is an FCA regulated organisation with a mission to help local authorities achieve better outcomes from their investments and treasury management activities. Through its four service lines, it addresses liquidity, treasury, net zero and SME investment challenges faced by its clients.
London Treasury is principal portfolio manager to the London Treasury Liquidity Fund (“LTLF”), an innovative partnership which pools local authority cash, using scale to dilute management costs and unlock the benefits of resilience, specialist expertise and diversification. LTLF delivers to its partners daily access to liquidity while equitably sharing returns from pooled investments. LTLF is a unique solution available to local authorities and specifically structured to comply with specific CIPFA requirements applicable to them.
London Treasury’s strategy for future growth centres around diversifying its client base beyond the GLA Group across its four service lines. LTLF represents the primary opportunity to achieve this, with local authorities and mayoral or combined authorities as primary target audience to join the fund.
The role of Deputy Director, Business Development is a unique opportunity to step into a senior role within an organisation with an ambitious growth strategy. The role offers the chance to shape strategy, influence outcomes and expand the impact of London Treasury’s offering.
About the Role
The Deputy Director, Business Development will drive growth by defining and leading the strategy to engage with the core target market of local authorities across London and the UK. The initial priority is to expand the number of partners in LTLF; thereby not only diversifying the client base but also growing the assets under management (AUM). Over time, the postholder will set the strategy to secure opportunities for growth across all four of London Treasury’s service lines. Alongside the CEO and the Deputy Director, LTLF, they will lead the management of key stakeholder relationships to maintain engagement and ensure retention of LTLF’s current and future partners.
Key Responsibilities
- Define and lead the business development strategy to achieve growth and diversification of LTLF Partners beyond the GLA Group.
- Oversee the activities of the Marketing team to ensure they align with the broader business development strategy.
- Represent London Treasury across industry events and lead outreach activities to engage the target market.
- Collaborate with the Deputy Directors across all service lines to identify opportunities to increase London Treasury’s profile, create connections with local authorities and generate growth.
- In collaboration with the investment team, develop a finely tuned proposition to address the pain points that local authorities face and enable them to overcome barriers to adoption of the LTLF proposition.
- Oversee discussions and process with each potential new partner to the LTLF from beginning to end ensuring momentum is maintained during the due diligence and the onboarding process. Maintain engagement with key decision makers at all times.
- Develop a Customer Relationship Management System to support the building of relationships with potential targets and maintain momentum. Establish relationships with decision makers in each target local authority, liaising with Deputy Directors and Senior Associates across the business to ensure a joined-up approach.
- Maintain and strengthen relationships and engagement with existing partners.
Role Requirements
- Deep experience of senior stakeholder relationship management, ideally within local government and/or financial services, with the confidence and authority to represent London Treasury or its clients in high level meetings.
- In depth understanding of treasury investment functions in local authorities or local government.
- Demonstrable track record of delivering growth in clients, investor base or AUM or similar revenue generation role.
- Understanding of the instruments included in LTLF’s investment strategy such as money market instruments, residential mortgage-backed securities (RMBS) or illiquid investments across LTLF’s strategic investments.
- Previous experience of working within a regulated business. Experience gained within an FCA-regulated business would be useful.
- Exceptional negotiation, persuasion, communication, and presentation skills.
