If you’re a senior data analyst who enjoys turning complex datasets into strategic decisions, this role offers the chance to build something meaningful from the ground up. Warmer Homes London, launched by London Councils and the Mayor of London, is tackling systemic barriers to housing retrofit and fuel poverty across the capital. Our work brings together boroughs, housing providers and national government to scale high-quality retrofit programmes. We’re looking for a Senior Impact & Evaluation Data Analyst to lead the analytical work that proves what works and shapes how retrofit programmes evolve.

You’ll work across complex, multi-source datasets (housing assets, retrofit delivery, smart meters, surveys) to build a robust evidence base for policy and programme decisions. You’ll:

  • Design and own the impact and evaluation framework for major retrofit programmes
  • Build data models and automated analysis to evaluate pre- and post-retrofit performance
  • Connect datasets across 31 London boroughs using property-level identifiers
  • Develop Power BI reporting and automated data pipelines with the data team
  • Translate advanced analysis into clear recommendations for directors and policymakers

This role is best suited to analysts who enjoy both deep technical work and strategic influence. You’ll likely have:

  • Advanced SQL and strong experience working with complex datasets
  • Experience applying statistical methods (e.g. regression, segmentation, modelling) to evaluate programmes or products
  • Experience building Power BI / Tableau / Looker dashboards used by senior stakeholders
  • The ability to explain complex analysis clearly to non-technical audiences
  • Experience influencing decisions using evidence and insight

Bonus experience (helpful but not essential):

  • Python, geospatial data, or Azure environments
  • Built environment, housing, or energy datasets

Warmer Homes London is a new organisation designed to make Londoners’ homes greener, healthier and more affordable to heat by being more energy efficient. It is funded by the boroughs, the Mayor of London and London Councils. This new initiative is set to forge bold new partnerships, working with all levels of government, as well as with housing associations, builders, community energy groups, and training organisations.
