Contract details: Fixed term contract for 42 months (3.5 years from April 25). Full time, Hybrid working, some mandatory office days required.

Job Introduction

We are recruiting to an exciting new role to lead London’s Strategic SHF Partnership. 27 of London’s Boroughs and Housing Associations have come together to deliver DESNZ’s Social Housing Fund in partnership to alleviate fuel poverty, cut carbon and address strategic retrofit challenges together.

The partnership will be managed and co-ordinated from within Warmer Homes London, this new joint endeavour of the GLA and London Councils has been established to accelerate the pace and scale of quality retrofit across the capital.

The Head of Programme (Retrofit) will lead a multidisciplinary team dedicated to supporting the SHF Partnership. You will help to ensure the Partnership meets its grant funding requirements and will co-ordinate collaboration across members to achieve the wider and more ambitious strategic goals.

The successful candidate will have robust knowledge of delivering domestic retrofit at scale, substantial leadership experience, and dynamic stakeholder management skills to support success in a multilateral context.

Role Responsibility

  1. Head a programme of co-ordination and support activities to assure consortium members are enabled to deliver on their commitments under the SHF Strategic Partnership
  2. Lead a team of 5-10 staff with delivery support and PMO responsibilities
  3. Lead on all aspects of governance, compliance, and reporting under the Partnership
  4. Take responsibility for ensuring the operations of the PMO are managed to the highest standard
  5. Collaborate across members of the Partnership and stakeholders to ensure the programme is able to meet its objectives
  6. Use the role to drive innovation, advancing the knowledge and pursuit of retrofit across London

The Ideal Candidate

The ideal candidate for this role will have:

  • A strong background in the retrofit of social housing homes
  • A deep understanding of the current context of local government and/or housing associations in the UK, and their roles in relation to climate and sustainability
  • Significant project and programme management experience
  • Experience managing successful capital programmes and their associated budgets
  • Experience of funding compliance
  • Excellent communication, organisational, and leadership skills
