Property Compliance and Building Safety/Risk Manager
London Borough Council – Facilities Management
Contract Type: Temporary initially with potential to become permanent
Rate: Β£31.84 per hour (PAYE) or Β£300 per day (Umbrella)
Working Pattern: Full-time (5 days per week)
Location: Hybrid working available after successful completion of 12-week probationary period
About The Role
We are seeking a skilled Property Compliance and Building Safety/Risk Manager to join our Facilities Management team. This is a pivotal role supporting the Council\’s corporate property portfolio by delivering comprehensive Technical Services functions.
As our Property Compliance and Building Safety/Risk Manager, you will ensure all statutory compliance requirements are met across our estate, keeping buildings risk-free while driving an efficient compliance framework for best practice operations.
Key Responsibilities
- Statutory Compliance: Ensure all Council statutory compliance obligations are met across the corporate property estate through regular site visits, audits, and system reviews
- Technical Leadership: Act as Responsible Person for Water Hygiene (Legionella), Asbestos, M&E Safety, Lifts and Lifting Equipment, and Pressure Systems
- Project Management: Specify, procure, and project manage approved compliance-related works with validated payback assessments
- System Management: Define and manage CAFM system requirements for compliance reporting, including visual dashboards and performance updates
- Asset Management: Maintain detailed understanding of installed assets and support accurate asset registers within the CAFM system
- Risk Assessment: Ensure all work activities are risk assessed with prompt implementation of corrective and preventive actions
- Stakeholder Management: Foster effective relationships with contractors, regulatory bodies, and internal teams including Planning, Building Control, and HSE
Working Arrangements
- Initial 12 weeks: 5 days per week in the office
- Post-probation: Hybrid working available (2.5-3 days in borough)
- Flexibility: Working patterns may vary based on workloads and project requirements
- Availability: Must be fully contactable during office hours
About You
Essential Qualifications & Experience:
- Degree level qualification in Mechanical or Electrical (M&E) disciplines or equivalent experience
- Professional membership (current or working towards) with bodies such as CIBSE, CIOB, IOSH, or IIRSM
- Proven experience in project specification and management
- Strong understanding of financial planning, particularly energy usage and payback calculations
- Experience with CAFM and compliance software systems
- IOSH Managing Safely qualification or equivalent (desirable)
Key Skills
- Excellent communication and stakeholder management abilities
- High attention to detail with ability to work in fast-paced environments
- Strong team player with flexible approach
- Proficiency in Microsoft Office, particularly Excel and Outlook
- Ability to work independently without direct supervision
