The Aerodrome Training and Compliance Officer (TACO) has overall responsibility for ensuring that Aerodrome Operations personnel complete all technical, operational and mandatory training and that such training is delivered and recorded in a professional and timely fashion. The TACO is responsible for the development and maintenance of Aerodrome Operations training material that ensures compliance to national and international standards.

Main Purpose of Job

  • Training, Competency & Operational Assurance
    • Deliver and oversee operational training across Aerodrome Operations in accordance with approved syllabus, national and international regulatory standards, and airport documentation, including the Aerodrome Manual, Aerodrome Operations Delivery Manual and Aerodrome Operations Training Manual.
    • Ensure all training (including induction, recurrent, continuation, remedial and equipment‑specific training) is planned and delivered within required validity periods so that staff competencies and certifications remain current and compliant.
    • Conduct competency assessments, observations, validations and refresher checks, identifying competence gaps through operational observation, audit findings and performance data, and implementing targeted coaching or retraining interventions as necessary.
    • Ensure all procedural, regulatory or operational changes are captured within training materials and embedded effectively within the operation.
  • Compliance, Safety & Risk Management
    • Conduct audits, inspections and assurance activities across Aerodrome Operations to verify compliance with procedures, permits, authorisations and regulatory requirements.
    • Promote and reinforce safe working practices, ensuring adherence to health and safety regulations, including the correct use of PPE and operational controls.
    • Complete and submit safety, occurrence and near‑miss reports via the Centrik reporting system and support investigations in liaison with the Safety Unit and Health & Safety teams.
    • Where required, lead on training or procedural changes following incidents or investigation outcomes to reduce the risk of recurrence.
    • Identify non‑conformances, undertake trend analysis and performance monitoring, and support corrective and preventive action planning to deliver sustainable improvement.
    • Support implementation and continuous improvement of the Safety Management System (SMS), including participation in risk assessments and operational safety reviews.
    • Support internal and external audits by providing documentation, evidence and follow‑up actions as required.
  • Operational Engagement, Change & Continuous Improvement
    • Engage with Aerodrome Operations Managers, the Head of Aerodrome Operations, internal departments and external stakeholders to support operational performance, regulatory compliance and safe service delivery.
    • Act as a subject matter expert in aerodrome vehicles, equipment and specialist operations, including winter operations fleet training and operational theory.
    • Support change management processes by developing training solutions that consider safety, operational and environmental constraints, producing supporting documentation and embedding change effectively within the operation.
    • Promote cooperation across departments, fostering a high‑performance, customer‑focused and professional culture aligned with organisational values.
    • Contribute to operational reporting, data analysis and assurance outputs to support governance and oversight.
    • Required to complete all training required to qualify as an Aerodrome trainer, this includes gaining and maintaining a CIN qualification.
  • Governance & Professional Standards
    • Undertake responsibilities within the Training and Compliance team in a manner that reflects a high‑performance culture aligned to team and organisational values.
    • Ensure all activities are completed in accordance with airport procedures, regulatory frameworks and document control requirements.
    • Support the ongoing development and continuous improvement of training frameworks, competency systems and assurance programmes.
  • Security Responsibilities
    • Comply with all airport security procedures and legislative requirements.
    • Challenge and report any suspected security breaches through the appropriate reporting channels.
    • Maintain required security awareness training and certification.
    • To complete any other tasks and duties as reasonably requested by the Head of Training and Compliance.

Qualifications

Essential

  • 5 GCSEs (including English grade A‑C), or equivalent.
  • Current Aerodrome Operations experience and knowledge of Aerodrome Operations working practices, policies and procedures.
  • Delivering presentations/information to a diverse range of stakeholders using a variety of methods.
  • Current LCY Airside Driving R Permit.
  • Knowledge of airside risks, hazards, control measures and mitigations.
  • Knowledge/experience of Safety Management Systems.
  • Knowledge/experience of UK CAA Guidance Material including CAP 637, CAP 642, CAP 738 and CAP 790.
  • Ability to develop training materials including presentations, student handouts and lesson plans.
  • Computer literate familiar with Microsoft Excel, PowerPoint and Word and Adobe Acrobat.
  • Excellent written and verbal communication skills.
  • Ability to articulate complex messages in a way that is simple and easy to understand.
  • Organised and methodical.
  • Ability to work on own initiative.

Desirable

  • Training Qualification such as PTLLS/AET or equivalent.
  • Health and Safety Qualification such as IOSH Managing Safely or equivalent.
  • Current or recent experience of delivering Aerodrome Operations initial and recurrent training.
  • Current or recent experience of delivering Aerodrome Operations competency assessments.
  • Knowledge/experience of Quality Management Systems.
  • Knowledge of European Aviation Safety Agency Aerodrome Part Operator Requirements and Operations (EASA Part- ADR.OR/OPS).
  • HGV Class 1 or 2 licence.

Hours of Work and Conditions

Flexible 40 hours per week with occasional peaks due to the nature of the role. Occasional weekends will be required. The role operates on shifts that consist of earlyies and lates, however some flexibility is required. PPE such as high visibility clothing, safety footwear and hearing protection shall be issued and worn. Specialist PPE, such as water safety equipment shall be issued and worn.
