Waltham Forest is an amazing place to live and work, with diversity as our greatest strength. Everywhere you go, you’ll find people coming together and contributing to their communities in different ways. Our new roadmap, Mission Waltham Forest, sets out the Council’s plan for a more equal borough by 2030. It’s our commitment to tackle the fundamental challenges facing residents, and drive change within the Council. Mission Waltham Forest is our call to action, and this important role will place you right at the heart of mission control.

Crime and community safety is one of the top concerns for our residents, and we’re working together with the Met Police, community partners and residents to reduce crime, tackle anti-social behaviour and create safer streets. We’re proud of our integrated, community-led approach – which includes working with local businesses to create safe spaces, using resident and officer intelligence to expand our CCTV coverage, holding community safety public webinars, providing specialist support for women and girls, co-producing youth services with young people, and supporting community-led initiatives.

This new role will work across the Council and with key partners to ensure safe, secure neighbourhoods where everyone can thrive. Reporting to the Strategic Director, Neighbourhoods & Environment and overseeing a budget of around £19m, you’ll be accountable for a new combined directorate which covers an integrated range of services including anti-social behaviour, community safety, emergency and contingency planning, CCTV, private sector housing licensing, premises licensing, market trading, food safety and trading standards. Moreover, you’ll be responsible for developing and leading a new operating model for public safety that’s rigorously data-led, and firmly grounded in resident engagement and participation. You’ll provide system leadership to our Community Safety Partnership, and play a visible and influential part in relevant forums across London and nationally.

Candidates will need an excellent track record of senior experience and achievement across both strategy and operations in a comparable organisation, and must show a comprehensive grasp of regulatory frameworks, environmental health, enforcement legislation, community safety and emergency planning. Practical knowledge of engagement and enforcement across streets, parks and/or estates would also be an advantage. Your professional repertoire must include contract, financial and budget management, the ability to communicate effectively, and outstanding analytical and commercial skills. It’s essential that you can work effectively in a democratic setting: this means translating political priorities into strategic objectives, plus experience of working with stakeholders, embedding equality, diversity and inclusion into your leadership, and putting residents firmly at the heart of service design and delivery.
