Salary Range: £116,286–£167,606 per annum
Permanent Fulltime (36 hours)
Location: Richmond and Wandsworth
Make a visible difference and build a legacy. If you’re driven by prevention, innovation and outcomes residents can feel, this dual‑borough role gives you the scope to redesign how the whole system works. You’ll lead on housing policy development and refreshes for both Boroughs, homelessness prevention and casework, allocations and lettings, temporary accommodation and rough‑sleeping initiatives, using data, partnerships and new ideas to deliver earlier, better results at scale.
The role
You will set direction and provide senior oversight for housing policy and needs across both Richmond and Wandsworth. You’ll champion prevention‑first practice, redesign pathways into settled homes, strengthen commissioning and supply (including PRS and supported routes), and stabilise pressures in temporary accommodation. You’ll work with partners across health, the VCS and registered providers to unlock sustainable solutions.
What you’ll lead and deliver:
- Housing policy development and refreshes
- Prevention‑led operating model with earlier identification, targeted support and multi‑agency responses.
- Transparent allocations and lettings aligned to local policy and demand.
- Improved TA quality, cost control and move‑on pathways that shorten stays and improve outcomes.
- Coordinated rough‑sleeping reduction with health and outreach partners.
- Culture and ways of working that are data‑informed, collaborative and future‑focused.
- Significant, innovative contributions to the Councils Transformation Programme.
About You
You’re a credible senior leader in housing policy with strong technical foundations and a flair for exploring new ideas and challenging your teams to think differently. You design services around real demand, influence complex systems and bring teams with you through change. You’re innovative and pragmatic, visible with residents and partners across both boroughs, and you want the scale, support and platform to do the best work of your career.
