About The Role

Redbridge Council is looking to recruit a Clerk of Works who will ensure that all programmes are completed to a high quality, in line with agreed specifications, Health & Safety and to the satisfaction of all stakeholders. As Clerk of Works, you will support the Project Manager and be responsible for providing comprehensive support across all areas of programme delivery, liaising with tenants, leaseholders, contractors, consultants and internal stakeholders.

Responsibilities

  • Act as the main point of contact for tenants, build strong relationships with contractors and internal teams, and attend meetings to discuss progress of works.
  • Maintain accurate records and documentation for all capital projects in line with council policies.
  • Attend pre‑contract and monthly progress meetings and offer expert input on delivery of the programme.
  • Assist in ensuring all projects meet relevant health and safety regulations, including CDM.
  • Monitor compliance with contract documentation, drawings and specifications on site and report any failures to the Project Manager.
  • Ensure requests for variations are brought to the Project Manager for authorisation and pass all financial information relating to variations in a timely manner.
  • Ensure that all site activities comply with current Health & Safety legislation.
  • Carry out final snagging of all properties prior to hand‑over, ensuring compliance with contract requirements and quality and that all statutory tests and certificates have been obtained and are recorded on file.
  • Provide information in an agreed electronic format.
  • Provide support on all aspects of programme delivery, escalating any potential risks.
  • Support the Programme Service Manager in their advisory role, providing advice and expertise.
  • Provide support and liaise with internal staff in the operation of the defect procedure, including liaison with contractors and tenants/leaseholders.
  • Advise the Asset Team on design, specification and layout issues to ensure compliance with regulations and life‑cycle costings and the Asset Management strategy.
  • Attend meetings with contractors and consultants regarding progress and on‑site management.
  • Assist with all aspects of contract management for the range of serving and maintenance contracts supporting the work of the Programme team.
  • Identify defects, non‑conformances and quality risks.
  • Work both on‑site and in office, conducting inspections.

About You

  • Relevant building qualification e.g. RICS, CIOB, HNC Building / Building Services.
  • Awareness of housing issues in terms of good practice and legislation.
  • Familiarity with housing legislation, including the Housing Act and Landlord and Tenant Act and Decent Homes Standard.
  • Good knowledge of Health and Safety legislation relating to construction.
  • Experience of overseeing and inspecting programmed works in Social Housing, including Kitchen & Bathroom Upgrades, FRA Works, Fire Door Programmes and Internal and External Refurbishment projects.
  • Experience of consulting with a range of customers, including Section 20 consultation with leaseholders.
  • Proven ability to work methodically, follow agreed procedures and accurately record data and information.
  • Strong building construction knowledge.
  • Understanding of fire safety and compartmentation as well as other building works.
  • Knowledge of the Building Safety Act.
  • Understanding of PAS2030/PAS2035 and Decarbonisation/Retrofit.
