About the Role
Newham is an ambitious borough committed to putting people at the heart of everything we do. Highways, Sustainable Transport and Parking Services are universal, front-facing services that residents and visitors interact with every day. It is therefore vital that we continue to strengthen these services and make them as responsive as possible to the needs of our communities.
The Engineer role is key to achieving this goal, working as part of a team of professionals delivering major highways and sustainable transport projects across the borough. Our current programme includes a diverse range of major projects, including Western Gateway, Pool Street, Westfield Avenue, and the Romford Road and Barking Road corridor improvements. These projects vary in scope and include public realm improvements, cycling and walking corridor enhancements, play areas, landscaping, sustainable drainage systems (SuDS), and highway improvements.
The Pool Street and Westfield Avenue projects, together with improvements to surrounding roads, aim to improve the highway network and road layouts within and around the Queen Elizabeth Olympic Park. Both projects are multi-million-pound schemes and will be delivered by Newham Council over the coming years.
Key Responsibilities

- Developing practical and innovative highway design solutions.

- Monitoring and managing contractors on site.
- Supporting the Senior Engineer with project coordination, programme and delivery requirements.
- Providing technical guidance and support to junior staff where required.
All duties will be undertaken to a high professional standard and in accordance with relevant legislation, design standards, Council procedures and industry best practice, under the supervision and guidance of the Senior Engineer.
Experience And Qualifications
The successful candidate should be suitably experienced and hold a relevant HND, degree or equivalent qualification in Civil Engineering, Highway Engineering or a related discipline. Typically, this role would suit an early-career engineer with at least 3 years of relevant professional experience in highway or civil engineering design and project delivery. The candidate should have demonstrable experience in highway design and the production of detailed technical drawings, together with a strong understanding of relevant highway design standards and construction principles. Advanced AutoCAD skills and the ability to produce accurate, coordinated and construction-ready drawings are essential.
What the Role Offers
This is a fantastic opportunity to gain broad experience across the full lifecycle of major highways and sustainable transport projects, from preliminary design and feasibility through to construction and implementation on site. The post-holder will work closely with both the design and delivery teams, gaining valuable all-round experience in the delivery of highways and public realm projects within a complex urban environment. The role will also provide opportunities to develop experience in the day-to-day coordination and management of junior staff, external consultants and contractors.
