Digital Business Analyst - Housing Service Improvement Programme
Salary: £49,056 - £52,194 per annum
Term: 2‑Year Fixed Term
We are recruiting a Digital Business Analyst to support Newham’s Housing Services Improvement Programme, initiated in 2025 to deliver service improvements in response to regulatory judgement. You will work within our Transformation delivery team, partnering closely with Programme Managers, Project Managers, senior Housing colleagues and the technical team to shape and deliver this high‑profile strategic change programme. The role is responsible for analysing and improving business processes, defining requirements, and ensuring that transformation initiatives are aligned to organisational priorities and regulatory expectations.
Responsibilities
- Lead the analysis of current (“as‑is”) and future (“to‑be”) service models to support service improvement.
- Elicit, document and manage business requirements across multiple workstreams.
- Translate business needs into clear requirements artefacts, including user stories, acceptance criteria and functional/non‑functional requirements.
- Collaborate with stakeholders to identify pain points, risks, and opportunities for improvement.
- Facilitate workshops, stakeholder engagement sessions, and co‑design activities.
- Use tools such as Miro, Microsoft Visio, and other process mapping platforms to visualise workflows, user journeys and service designs.
- Support solution design by working closely with delivery teams, developers.
- Contribute to testing activities, including defining test scenarios, supporting UAT, and ensuring solutions meet business needs.
- Support change implementation, including impact assessments and transition to business‑as‑usual.
- Ensure traceability between business needs, requirements, and delivered outcomes.

Required Experience
- Experience of working in local authorities or similar sectors with knowledge of the services delivered by departments (housing experience beneficial).
- Experience of delivering complex, multi‑stakeholder projects.
- Experience of risk and issue management.
- Success in implementing change to service delivery and achieving savings.
