We are looking for two Environmental Health Managers to play a pivotal role in driving up standards across Islington’s private rented sector (PRS). As part of the Residential Environmental Health Team, you will join at an exciting time of growth, as we extend our selective licensing scheme covering 10 wards and recruit more officers. In this role, you will manage a team of officers either in our proactive or reactive areas. You will lead on regulation and enforcement within the PRS, ensuring timely, targeted compliance inspections, robust investigations, and swift, proportionate enforcement where wrongdoing is identified. Working as part of the Residential Environmental Health Management Team, you will also support the team’s preparations for the implementation of new powers being introduced through the Renters’ Rights Act 2025, alongside project management opportunities and delivering multiple PRS tasks.

What you’ll be doing:

  • Managing a team of PRS officers so they deliver a high-quality service to residents in line with our service standards and our Private Rented Sector Charter.
  • Using a positive problem-solving approach, you will carry out 1-1s, Check-Ins, attend internal and external meetings, joint inspections, all to ensure targets in your team are met.
  • Be the subject matter expert in PRS legislation, regulation and enforcement.
  • Working with other managers and the service manager to ensure officers are supported and inspired.
  • Raising awareness of tenant and landlord rights and responsibilities, internally and externally.
  • Set expectations, provide advice, assistance and signposting to officers, managers, other teams, tenants, landlords and letting agents.
  • Creating, adapting and amending policies and procedures that affect the team.
  • Being IT literate is a must.
  • Producing data and reports using our IT systems and seeking improvements where issues are found.
  • Assist in keeping website content and public‑facing information clear, accurate and up to date.
  • Leading on complex cases, legal prosecutions, appeals, FOIs, SARs and undertake joint visits when required.
  • Deputising for the Service Manager as needed.

You will have:

  • Worked in Private Sector Housing Teams or Residential Environmental Health Teams with a varied caseload and have management or supervisory experience.
  • Experience in taking prosecutions, issuing financial penalties and attending courts and tribunals.
  • Deep knowledge of relevant housing legislation, including Housing Acts 1988 & 2004, Environmental Protection Act 1990, Renters’ Rights Act 2025, Police and Criminal Evidence Act 1984, their associated regulations and an understanding of tenancy and evictions law.
  • Excellent written and verbal communication skills, with the ability to explain complex legal issues clearly and confidently.
  • Project management and organisational skills, with experience delivering projects big or small from start‑to‑end.
  • High level of IT literacy and excellent record‑keeping, with a clear understanding of GDPR and FOIs.
  • A proactive, solution‑focused, intent-based approach and the ability to build confidence, empower officers to make good decisions and influence positive change.
