This is an exciting opportunity to join our Programme & Strategy team as a Transport Contracts & Performance Manager. Reporting to the Programme & Strategy Manager, you’ll be leading on the developing and managing a number of key contracts, overseeing broader programme delivery and performance outcomes across the division, and managing a Programme & Performance Analyst who will assist you in achieving these goals.
Initially you will work on contracts under a new Transport Framework and those for the operation of EV charging points, e‑bikes and car clubs. By building good relationships with project managers, suppliers and the council’s procurement team you will ensure all parties adhere to their obligations and provide robust advice to project managers. You will also review and improve programme‑management processes and documentation, oversee monitoring of performance and project outcomes, and enable data‑led decision‑making through high‑quality reporting. This role offers unique experience in contract development, programme‑management, partnership working and negotiation skills.
About You
- You have a strong track record of effective contract management, delivering projects and services, ideally in a local authority context, with knowledge of the transport and parking sector a distinct advantage.
- You have experience developing and reviewing contract documents to meet service needs, and can work closely with colleagues to translate service requirements into robust contract and tender documentation.
- You understand how to deliver effective performance reporting that drives improvement through data‑led decision‑making, steering a team to produce high‑quality reporting and communicating it clearly.
- Good working knowledge of Microsoft Project, Verto, Excel, and GIS systems is desirable.
- You possess excellent oral and written communication skills, with an open, approachable manner that builds strong relationships with colleagues, contractors and stakeholders, and can resolve conflicts proactively and decisively.
- You are enthusiastic, approachable and act with integrity, maintaining a calm approach to challenging issues and ensuring the reputation of the team and council.
