We are looking for a Homelessness Prevention Tenancy Relations Officer to join the Homelessness, Independence and Prevention Service (HIPS) and deliver specialist private rented tenancy advice to protect households facing eviction, repossession, disrepair, landlord harassment and affordability issues within private rented accommodation.
The successful candidate will be at the frontline of preventing homelessness. This high-impact specialist role involves providing housing advice to private rented tenants—both in person and remotely—attending possession hearings to give triage, advice and advocacy, holding a caseload and supporting HIPS with broader private rented tenancy matters.
Key responsibilities
- Provide housing advice and support to private rented tenants.
- Attend possession hearings, give on-the-day triage, advice and advocacy.
- Hold a caseload and support HIPS on private rented tenancy issues.
- Navigate complex legislation such as the Renters' Rights Act 2025 and Homelessness Reduction Act 2017.
- Represent council and tenants in court and tribunal proceedings, draft witness statements and negotiate with lenders and landlords.
- Investigate breaches of housing legislation, assist with civil penalty notices and pursue remedies such as Rent Repayment Orders.
- Conduct comprehensive housing assessments and facilitate mediation to maintain tenancies or assist in moves to alternative settled accommodation.
- Work jointly with other services and partners to prevent homelessness and lead, attend and manage multi-professional meetings.
About you
- Experience of multi-disciplinary working with complex and diverse client groups, and an understanding of complex legislative frameworks including homelessness, social care, mental health, immigration and welfare benefits.
- Excellent communication skills to engage effectively with a broad range of people, influence, negotiate and persuade, and build trusting relationships with vulnerable individuals.
- Integrity, personal responsibility, ability to handle stress, high motivation and enthusiasm for achieving preventive outcomes using proactive and creative solutions.
- Independent, proactive and flexible problem-solving skills with strong analytical ability and confidence to make decisions.
- Collaborative, high-performing and adaptable to meet changing needs while achieving targets and service objectives.
- Comprehensive understanding of the Housing Act 1996, Renters' Rights Act 2025 and Protection from Eviction Act 1977.
- Proven track record of investigating legislative breaches, making statutory decisions and producing legally robust reports.
- Degree-level education or equivalent experience. CIH qualification, paralegal accreditation (AQS) or mediation training highly desirable.
- Ability to travel independently around the Borough for home visits and meetings with professionals.
- Basic DBS check required.
