We are seeking a critical member of the corporate management team for this high profile role with an interesting portfolio which directly leads, shapes and influences the future of Hillingdon at a pivotal moment in time. The ability to work with all other Directors in a collaborative way is essential.

We will consider either a fixed term contract or potentially a day rate contractor.

The role will:

Pioneer and deliver excellent outcomes through the development and implementation of key strategies such as Strategic Transport Policies, Highway’s investment Strategy and programme, Commercial strategy, Parking Strategy, Enforcement Policies, and Licensing Strategies.

Demonstrate understanding of the Council’s Customer Care Standards and ensure these standards are met to deliver the Council vision of ‘putting our residents first’.

Lead the delivery of a range of operational/front line services across the city, related to regulatory and environmental operations.

Lead on development of the transport plan*, highways operations and key delegated major projects

Lead the planning function within the Council, ensuring effective operation of the regulatory function.

We are seeking an inspirational and visible leader to lead key services across environment, green spaces, planning, development management l, land charges, public protection, emergency planning and highways whilst fostering a culture that supports the Council’s priorities and values.

Our Director of Environment will ensure the Council’s environmental priorities are embedded and understood across both Hillingdon and its range of local and national partners. Lead and direct the strategic delivery of a range of environmental, natural, and heritage conservation services ensuring that services reflect customers’ changing needs whilst also being efficient, cost effective and continuously improving.

About You:

You will be able to evidence a successful track record of making a significant contribution at a senior strategic level in local government, or other relevant complex and diverse organisation(s), promoting and delivering a range of key strategic and front line services with proven experience of using professional expertise and judgement to develop and deliver strategic objectives and expected outcomes Proven experience and understanding of the role and function of Local Government, working directly with elected members in a member led authority to ensure the effective delivery of solutions that meet the Council’s strategic aims. Extensive experience of working, influencing and engaging at a local and national political level.

You will have significant experience of delivering complex multi-disciplinary change programmes and large complex capital schemes, including contract negotiation, management and mitigating corporate and project risks.

You will be able to demonstrate a proven track record and significant demonstrable experience of strategic leadership and management of environment or equivalent services at a senior level.

Our preferred candidate will have a detailed knowledge and understanding of legislation, government guidelines, regulations, codes of practice, and industry standards relating to the functional areas.
