A challenging and exciting opportunity for Development Management Highway Management within the Council's Transport Planning and Development Team. The postholder will provide highway comments on development proposals, representing the Highway Authority to advise the Local Planning Authority on highway/transport impacts, including capacity, road safety, and parking. The role involves identifying planning conditions or measures to address issues and, where necessary, negotiating layouts with developers to ensure proposals contribute positively to the built environment.
Responsibilities
- Provide highway and transport comments on development proposals.
- Advise the Local Planning Authority on acceptability in highway/transport terms, considering impacts such as capacity, road safety, and parking.
- Identify planning conditions and/or measures to make developments acceptable in highway terms.
- Work with developers and the planning team to explore amended layouts to improve outcomes for the built environment.
- Where necessary, negotiate 1990 Town and Country Planning Act s.106 contributions to support highway improvements.
- Collaborate on highway works under 1980 Highways Act s.278 and s.38 agreements.
- Balance the need for new jobs and homes with the capacity of the transport network.
- Provide professional guidance on highway and transport matters at the pre‑application stage as part of the council’s service.
- Possibly project manage transportation schemes funded by TfL LIP budgets and s.106 agreements; review Local Plan policies; contribute to airport expansion impact studies.
About You
- Genuine interest and thorough understanding of land use and transport planning, with focus on transport impacts of new developments.
- Ability to interpret and apply development plan policies and work with technical information, legislation, and guidance.
- Self‑managed, able to prioritise competing demands and move between tasks effectively.
- Experience providing professional guidance on highway and transport matters at early scheme stages for developers.
- Excellent communication skills, including negotiation with developers, drafting reports, presenting to Committees, and working with colleagues across the Council.
