Purpose of the job role: Carry out the building surveying functions required to manage the repair and maintenance requirements of a portfolio of approximately 20,000 homes, including the structure and fabric of the buildings, internal and communal areas, and the estate grounds. Manage the local delivery of repairs and contractors to ensure compliance with requirements. Work effectively with other teams in the directorate to deliver a seamless, holistic service to customers.
Duties and responsibilities:
- Provide an effective minor through to extensive works maintenance surveying service to all (void and occupied) properties, to assess condition and identify building defects, to diagnose and specify appropriate remedies.
- Provide technical advice and support to all services.
- Implement quality, financial, and budgetary control systems in accordance with service requirements and performance targets.
- Assist with insurance claims requiring technical input, specifying, and implementing works as necessary.
- Set up and administer planned/cyclical maintenance programmes within specified areas.
- Carry out pre and post inspections as necessary to ensure specified works are undertaken to contract standards.
- Support the objectives of the HRS Trade Supervisors in delivery of the service.
- Prepare schedules of repairs, specifications and technical drawings and issue or supervise works to general repairs, voids, disabled adaptations or specialist works.
- Support disrepair claims including issuing or supervising, specifying and implementing agreed schedules of works in order to minimise the loss to the organisation.
- Assist with the Right to Buy process as required, ensuring section 20 notification to Leaseholders where applicable and assisting with service charge queries.
- Carry out the project management of minor works schemes and Estate Improvement projects.
- Carry out estate and block inspections in conjunction with Housing Management services, residents, and stakeholders.
- Assist in identification and recommendation of priority projects for Capital Investments.
- Assess properties for inclusion in programmes for disposal, rehabilitation, planned maintenance and any other improvement works in line with Homes for Haringey’s stock improvement and investment strategy.
Qualifications:
- Part 1 RICS/CIOB or equivalent in relevant course of study or equivalent experience
- HNC/HND or equivalent in building surveying or a closely related discipline
- Full UK Driving License (Manual)
Experience:
- Experience of managing repair and maintenance services in residential buildings, including the specification of works and diagnosis of building defects
- Experience and proven capability of making complex technical/professional decisions, in particular the specification of remedial works
- Experience of project managing building works
- Experience of managing and administering contracts for repair and maintenance
Knowledge:
- Knowledge and understanding of notifications under H & S legislation
