The Role
We are seeking a high‑calibre, proactive Senior Transport Planner to take a strategic and operational lead role within our dynamic team. Operating at a senior grade, you will be a lead officer for Hackney Council in your specialist areas, managing a complex range of transportation planning work from initial conception through to implementation, monitoring, and evaluation.
Unlike junior positions, this role carries significant accountability. You will act as an expert spokesperson for the Council, regularly engaging with senior stakeholders, multi‑disciplinary teams, and elected members. You will have the potential to take responsibility for the direct management, training, and performance of up to three staff members, ensuring workloads are prioritised effectively to deliver statutory obligations in a customer‑focused manner.
Key Areas of Work & Responsibility
Initiate, develop, and deliver strategic policy initiatives to embed healthy streets improvements across the borough, ensuring projects are customer‑focused and meet wider corporate priorities.
Lead on formulating, managing, and progressing major work programmes funded via our multi‑million‑pound Local Implementation Plan, while also advancing the strategic transport planning to support sustainable travel.
Lead complex policy frameworks, including traffic management interventions and the critical development of movement and exemption policies across our transport network.
Inform and progress complex engineering and planning schemes, including gateway improvements across our main road and transport networks, acting on your own initiative to meet strict deadlines.
Oversee Streetscene data management by directing the collation, analysis, and management of technical transport and engagement data, using evidence‑based analysis to provide guidance on service‑related decisions and report on measurable results.
About You
Extensive knowledge of up‑to‑date legislative, policy, and procedural frameworks within transport planning, backed by a strong track record of working at a senior level within the industry.
Clear understanding of performance management techniques and proven ability to supervise staff, develop team members, and cultivate a collaborative working environment.
Exceptional communicator with excellent interpersonal skills, confident in writing high‑level committee reports and consultation documents in a clear style, and comfortable presenting to elected officials, occasionally outside of normal working hours.
Highly organised with strong project management capabilities, able to track schedules and budgets, and comfortable utilising data systems to drive service delivery. Advanced data manipulation skills using Excel lookup and pivot systems are expected; familiarity with GIS is a considerable benefit. Membership of, or eligibility for membership of, a relevant professional body is highly desirable.
