About The Role

We are seeking a proactive and analytical ‘Accident and Incident Officer’ to join our Safety, Health, Environmental Quality (SHEQ) Team. This is a key position responsible for managing the full lifecycle of accident and incident reporting across the council’s operations, with a particular focus on our Direct Labour Organisation (DLO) as well as incidents reported by residents and contractors.

You will be the central point for ensuring all incidents are logged accurately, investigated thoroughly, and closed out in a timely manner. By conducting root cause analysis and producing trend reports, your work will directly inform safety procedures, reduce risk, and help build a culture of safety learning and accountability. To Thrive In This Role, You Will:

• Manage the end-to-end process for all reported accidents and incidents, ensuring accurate logging, timely investigation, and appropriate closure.
• Maintain and analyse a comprehensive accident and incident database to identify trends and underlying issues.
• Conduct or support root cause analysis for significant incidents to prevent recurrence.
• Prepare and present regular reports and insights to health and safety leadership and key stakeholders.
• Collaborate with operational teams (e.g., DLO, contractors), residents, and partners to gather information and support incident resolution.
• Escalate serious incidents in accordance with statutory reporting requirements, including RIDDOR.
• Provide proactive support to managers on Occupational Health matters to reduce workplace absence, including coordinating health surveillance and vaccination programmes.
• Contribute to the development of safety procedures and training programmes based on identified patterns and recurring issues.

About You

Are you a detail-oriented health and safety professional with a passion for investigating incidents and accidents to ensure continuous improvement? Do you thrive on analysing data to identify trends and drive positive change? If so, we have a vital role for you.

You will have a strong background in health and safety, ideally within construction, property maintenance, or social housing. You are a natural investigator with a keen eye for detail, capable of identifying not just what happened, but why it happened.

Essential Criteria:

• Proven experience in overseeing and conducting accident investigations and implementing risk mitigation measures.
• A minimum of the NEBOSH General Certificate in Occupational Health and Safety (or equivalent), alongside the NEBOSH HSE Introduction to Incident Investigation and a First Aid at Work (FAW) – Level 3 Award.
• Detailed knowledge of current occupational health and safety legislation and best practice in accident and ill-health prevention.
• Excellent analytical skills to produce accurate data trends and meaningful root cause analysis.
• Outstanding communication and stakeholder engagement skills to liaise effectively with residents, contractors, and senior management.
• Highly organised, able to manage multiple tasks, and committed to maintaining confidentiality and handling sensitive information with discretion.
