We are looking for an experienced and motivated Private Sector Housing Technical Support Officer to provide high‑quality technical, administrative and case management support within the Private Sector Housing Service. This role is central to the effective delivery of housing enforcement and regulatory functions. You will support officers, manage complex enquiries, analyse service data, and help ensure compliance with statutory duties under housing legislation. The post offers an opportunity to work at either Grade 8 or Grade 9, depending on skills, experience, and level of responsibility.

Key responsibilities

  • Act as a first point of contact for technical and operational enquiries from residents, landlords, managing agents, tribunals and internal council teams.
  • Provide technical, administrative and data support to private sector housing enforcement activity.
  • Process web portal and telephone enquiries, ensuring accurate triage, allocation and escalation of cases.
  • Oversee and coordinate responses to complaints, Members’ enquiries, Freedom of Information and Subject Access Requests.
  • Maintain accurate and secure case records, producing reports and performance data for senior managers.
  • Analyse service data to identify trends, risks and opportunities to improve service delivery.
  • Issue and log formal correspondence relating to complaints and enforcement action in line with legislation and council policy.
  • Respond to HMO enquiries, providing accurate guidance on standards, licensing and regulatory requirements.
  • Work collaboratively with internal teams and external agencies, ensuring safeguarding, data protection and regulatory obligations are met.
  • Support and train junior and temporary staff on systems, procedures and case management processes.

Additional responsibilities at Grade 9

  • Leading and coordinating administrative and operational support across private sector housing enforcement.
  • Managing and overseeing case management processes, triage and prioritisation based on risk.
  • Serving statutory notices and information requests under relevant housing and local government legislation.
  • Supporting enforcement activity, including civil penalties, prosecutions, tribunals and court proceedings.
  • Supervising staff workloads, performance and development.
  • Driving service improvements to enhance efficiency, compliance and customer outcomes.

Essential criteria (Grade 8)

  • GCSEs (or equivalent) including English and Maths.
  • Experience working in a customer‑focused service.
  • Strong communication and interpersonal skills.
  • Ability to manage workloads, meet targets and work with minimal supervision.
  • Competence using IT systems, including Microsoft Office and case management databases.
  • Ability to work effectively as part of a team.

Additional requirements for Grade 9

  • Experience and technical knowledge in private sector housing, enforcement or regulatory services.
  • Knowledge of relevant housing legislation, including the Housing Act 2004 and HHSRS.
  • Experience supervising or leading staff and managing competing priorities.
  • Strong analytical, problem‑solving and decision‑making skills.
