A strategic HR role at the heart of the organisation. Bromley Council is moving to a modern HR Business Partnering (HRBP) model, and we are recruiting an HR Business Partner Manager to help shape and embed that approach. This is a senior, strategic HR role, working closely with Directors and Assistant Directors to support services with complex people matters, organisational change and workforce challenges. You will operate as a trusted partner, providing professional judgement, insight and challenge where needed.

- Advise senior leaders on complex employee relations and people related risk
- Support services through organisational change and workforce planning
- Help leaders think about capability, culture, and performance, not just process
- Balance challenge with pragmatism in a political and operational environment
- Work closely with HR Business Services so operational delivery and strategic advice are joined up
This role is about influence and impact, not routine transactions or administration.
The HRBP model
- HR Business Partner Managers focus on strategic partnering and complex issues
- Recruitment, contracts, and process support sit with HR Business Services
- HR support is proactive, consistent, and embedded with services
- HRBPMs are expected to operate with confidence and professional judgement
You will have space to operate as a genuine partner, supported by a clear operating model and senior leadership.
Career graded opportunity (BR12–BR15)
This post is appointed on a career graded basis, recognising different levels of experience and impact. Appointment may be made at BR12, BR13, BR14 or BR15. Progression is not automatic. Movement through the grade is based on demonstrated competence, judgement, and sustained performance.

- Strong experience in HR business partnering or senior HR advisory roles
- Confidence advising and influencing senior leaders
- Experience handling complex ER and workforce issues
- The ability to support services through change and future workforce planning
- Sound professional judgement and a collaborative, solution–focused approach
Senior HR Experience is required.
