About the role
As a Lead Business Analyst (Technical) within Barnet's Strategy & Innovation directorate, you will play a pivotal role in improving how residents experience services and how the council operates behind the scenes. This is a fast‑paced, highly technical position, working across new and legacy systems to help the organisation take full advantage of emerging technologies, modern platforms and smarter ways of working.
You will lead deep‑dive analysis across the entire technical stack, collaborating with teams across the council to understand business needs, uncover problems, and shape the development of fit‑for‑purpose solutions. You'll act as a bridge between strategy, technology and operational delivery—ensuring new systems align with organisational goals, technical requirements and user needs. A key part of your work will involve exploring and applying new technologies such as AI and robotic process automation (RPA), identifying how these can be effectively used across Barnet's existing technology estate.
You will be part of multidisciplinary teams through discovery, design and implementation, producing governance documentation, setting standards, determining acceptance criteria and ensuring that every product or service delivers an excellent, accessible user experience. This is a role with broad influence across Barnet's £2.7m technology investment portfolio, providing the opportunity to shape digital transformation, improve services for residents and staff. This is a newly created role with significant scope to shape how Barnet adopts new technology, and offers the opportunity to influence strategy, set standards, and deliver meaningful impact for residents. It is a hybrid role – you will be expected to be in our Colindale offices an average of once a week. We also come into the office as required to meet service stakeholders, work together on collaboration, discovery and user testing sessions and department days.
About you
You are an experienced and technically capable business analyst who thrives in environments with complex systems, diverse stakeholders and fast-moving technological change. You bring deep systems understanding and can quickly grasp the opportunities and challenges of unfamiliar platforms, using this insight to guide decision-making and define clear, evidence-driven requirements.
With a strong grasp of modern and emerging BA tools, methods and technologies—including analytics, user research and performance insight—you’re adept at designing solutions that are rooted in real user need. You’re comfortable facilitating workshops, navigating difficult problem spaces, building consensus and enabling good design decisions across a wide range of teams and services.
You combine analytical thinking with creativity: able to design complex systems, identify root causes, innovate new approaches and ensure benefits are measured and realised. You manage competing priorities, coordinate work across multiple projects and identify dependencies that could impact delivery.
Your communication style is adaptable—you can translate technical detail for non-technical audiences, influence at all levels of the organisation, and tailor your approach to meet the needs of stakeholders while ensuring services remain user-centred. You’ll be part of a capable team with a growing ability to influence the organisation using new technology, and the opportunity to develop your own career whilst delivering innovative solutions.
