Team Leader Environmental Enforcement

The purpose of the job is to provide supervision to the environmental enforcement team that is responsible for a range of enforcement activities. This includes overseeing and undertaking the inspection and monitoring of the borough for all open, public spaces and private land areas to improve the street scene and environment.

To deliver robust enforcement including patrols and targeted activity relating to:

• Commercial waste carrying and presentation offences
• Littering
• Flytipping
• Noise
• Highways enforcement
• Street trading
• Fly posting
• Graffiti
• Unauthorised advertising
• Unlawful encampments
• Abandoned vehicles
• Eyesore gardens
• Detrimental land
• Dog fouling

and any other relevant abuse of our open public spaces to improve the appearance of the street environment and to bring about compliance.

The post holder will work as part of a management team to plan the deployment of resources and ensure that the borough benefits from excellent and improving standards of specialist services. This will include working with other enforcement agencies and enforcement officers employed in the Enforcement and Community Safety Team as well as internal and external partners.

The post holder will ensure that on a daily basis there is good supervision of front-line staff and be responsible for ensuring that work is completed on time and to a safe and acceptable standard. The post holder will work across the council, the local community and the council’s partners in delivering the council’s aims and objectives in relation to street enforcement services meeting both the aspirations of the council and the community and customers which it serves.

To work as part of a mobile team on a six-day and night shift pattern across the Borough as directed. The post holder will be responsible for ensuring that the service is resourced and have responsibility for leading the council's noise functions, assisting in the team's delivery, stray dogs and investigations/enforcement matters.

Special Requirements For This Post:

To provide an out of hours response to noise complaints including working late nights and weekends, conducting investigations into alleged breaches of noise nuisance as part of the council's objective in reducing crime and anti-social behaviour. To ensure officers identify, investigate and effectively deal with breaches of legislation through appropriate written or verbal advice or warnings, notices, fixed penalty notices and legal action in accordance with legislation and the Council’s Enforcement Strategy.

To be responsible for the drafting of legal notices and papers required to support enforcement action, including preparing legal bundles for prosecution and supporting other officers to do so. To provide a response to other environmental nuisances considered anti-social. Investigation and control of noise from all sources including domestic, commercial, industrial and entertainment premises undertaking environmental monitoring, enforcement, advisory and informal actions where necessary.

Use the Council’s noise prediction and monitoring equipment and other technical equipment relating to noise. Undertake tests and assessments and provide evidence or recommendations with regards to the control of noise. To supervise the enforcement of the Council's nuisance vehicle procedure in accordance with current legislative procedures and agreed policies.

Assist in the discharge of the Council's duties in respect of dog control and dog fouling issues as directed by the Lead Officer for Dogs and support other officers to do so. Undertake joint work with police and other partners ensuring effective intelligence gathering and planned partnership working.

To communicate with statutory organisations and enforcement partners and set up meetings as required in line with this. To effectively contribute to an operational rota, that includes out of hours, weekends and evenings as required. Adhering to dress code by wearing uniform and personal protective equipment (PPE) provided by the council whilst also adhering to risk assessments in relation to high visibility clothing and ensuring that the officers in the team adhere to uniform, PPE and body worn policies at all times.

We are looking for an exceptional individual to join two other Team leaders managing the Environmental Enforcement Team who are responsible for ensuring Barking and Dagenham is a safe, clean borough to work and live. Your interventions will make a real difference to the lives of residents and businesses within Barking and Dagenham.

Key aspects of the role would include supervision of officers and investigation of offences and various breaches, conduct Police and Criminal Evidence Act interviews, serve relevant notices on a range of enforcement priorities to regulate or ensure compliance with legislation. You will issue fixed penalty notices for environmental related offences such as littering and flytipping.

One of the key aspects of this role is the variety of enforcement work being undertaken. This is a great opportunity to engage with individuals and work to overcome a range of challenges, experience joint working with teams across the council including legal services, trading standards, licensing, private sector housing, public realm and housing services.

The role is based in London Borough of Barking and Dagenham and will be operated on a shift rota basis working a mixture of days, nights and weekends. In order to be successful in this role, you must hold a full driving license, be able to demonstrate detailed knowledge and experience in the application and use of a range of environmental legislation, demonstrate effective people management and communication skills. Importantly, you must be committed to the vision and values of Barking and Dagenham.
