Description

LOCKROSE is seeking an experienced PMO Lead to support the delivery of major infrastructure programmes within the energy sector.

This is a senior, client-side role operating within a highly regulated environment, where you will lead the Project Management Office (PMO) function across a portfolio of complex infrastructure construction projects. You will be responsible for embedding robust governance, controls, and reporting, while providing clear, data-driven insights to support strategic decision-making.

Working closely with programme leadership and delivery teams, you will play a key role in ensuring projects are delivered in line with cost, schedule, risk, and performance objectives, while driving continuous improvement across PMO practices.

The Opportunity

Key Responsibilities

· Lead the day-to-day operation of the PMO function across a portfolio of infrastructure projects

· Establish and embed PMO governance, standards, and control frameworks aligned to organisational requirements

· Provide portfolio-level oversight across cost, schedule, risk, and change, ensuring projects are controlled against agreed baselines

· Develop and maintain performance reporting, dashboards, and metrics, translating complex data into clear, actionable insights for senior stakeholders

· Support cost management and forecasting activities, working closely with finance and project teams to ensure robust financial control

· Oversee integrated planning and scheduling, ensuring alignment across programmes and visibility of key dependencies and risks

· Lead risk and issue management processes, ensuring risks are identified, assessed, and actively managed at portfolio level

· Own and manage change control processes, ensuring all changes are governed, assessed, and implemented effectively

· Provide assurance on the quality and consistency of project data, reporting, and controls

· Act as a key interface between delivery teams, commercial, planning, and senior leadership

· Lead, mentor, and develop a team of PMO professionals, driving performance and capability development

· Drive continuous improvement in PMO processes, tools, and reporting practices


Requirements

About You

· Proven experience operating at PMO Lead / PMO Manager level within large-scale infrastructure, energy, or utilities environments

· Strong understanding of PMO governance, controls, and portfolio reporting

· Experience managing cost, schedule, risk, and change processes across complex programmes

· Ability to interpret and present data-driven insights to senior stakeholders to support decision-making

· Experience leading and developing PMO teams or project controls functions

· Strong understanding of working within a regulated or highly governed environment

· Excellent stakeholder engagement skills, with the ability to influence and communicate clearly at all levels

· Highly organised, analytical, and detail-oriented with a structured approach

Essential:

· Degree in Project Management, Engineering, Business, or related discipline

· Strong experience in PMO leadership within construction, infrastructure, or utilities regulated sectors

· Proven experience in portfolio reporting, governance, and performance management

· Experience managing project controls disciplines (cost, schedule, risk, change)

· Ability to support forecasting and performance analysis at programme level

Desirable:

· Professional accreditation (e.g. APM, PRINCE2, PMI)

· Experience in Transmission & Distribution or major energy programmes

· Familiarity with PMO tools and reporting platforms (e.g. Power BI, Primavera, reporting suites)

· Experience supporting regulatory reporting or assurance environments
