LOCKROSE is seeking expressions of interest from experienced NEC Accredited Project Managers to support the delivery of major infrastructure works within the maritime and energy sectors. These roles will operate within a regulated environment, leading the administration and management of NEC4 Engineering & Construction Contracts (ECC) across a portfolio of civil, marine, and infrastructure projects. This opportunity is suited to experienced professionals with a strong background in NEC contract management, programme leadership, and commercial administration, who are confident operating in complex, multi-site project environments.

  • Lead the delivery and administration of NEC4 ECC contracts across complex infrastructure works
  • Operate within a structured, governance-driven environment
  • Provide independent contract and programme management across multiple project locations
  • Contribute to the successful delivery of critical infrastructure upgrades supporting energy transition
  • Work across geographically dispersed sites requiring regular presence on the West Coast of Scotland

Key Responsibilities

  • Fulfil the role of Project Manager, ensuring all contractual duties are carried out in accordance with NEC4 requirements
  • Administer contracts independently, ensuring compliance with core clauses, main options, and secondary options
  • Manage and coordinate contract communications, ensuring clarity, accuracy, and timely responses
  • Monitor project progress against the accepted programme, identifying risks, delays, and opportunities
  • Review, assess, and manage compensation events, including impacts to cost and time
  • Issue Project Manager Instructions (PMIs) in accordance with contractual requirements
  • Manage and maintain early warning processes and risk registers, ensuring proactive mitigation of project risks
  • Review, accept, or reject programmes and programme updates, ensuring compliance with NEC requirements
  • Oversee change control, ensuring effective management of scope, time, and cost changes
  • Assess and certify applications for payment, ensuring alignment with contract provisions
  • Monitor quality and performance, ensuring works meet defined standards and requirements
  • Support the management of disputes and contractual issues, ensuring timely and effective resolution
  • Provide structured and timely reporting, including programme status, cost forecasts, and risk updates

About You

  • Accredited NEC4 Project Manager or equivalent demonstrable experience
  • Significant experience delivering NEC4 ECC contracts as Project Manager on infrastructure, civil, or marine projects
  • Strong understanding of programme management, compensation events, and contract administration
  • Proven ability to manage risk, change, and commercial performance within live projects
  • Experience operating within a regulated or highly governed environment
  • Confident decision-maker with the ability to act impartially and contractually robustly
  • Strong communication and organisational skills, with a structured and detail-oriented approach
  • Willingness and ability to work across multiple project locations, with regular presence required across areas accessible to the West Coast of Scotland

Essential:

  • Minimum 10+ years’ experience in project management or civil engineering roles
  • Demonstrable experience acting as NEC4 ECC Project Manager on projects of similar scale and complexity
  • Strong working knowledge of NEC4 contracts (Option A experience desirable)
  • Experience managing programme, compensation events, and payment processes
  • Familiarity with contract management systems (e.g. CEMAR or equivalent)
  • Ability to support regular site presence across remote or coastal locations

Desirable:

  • Chartered status or professional membership (e.g. ICE, APM, RICS)
  • Experience across marine, port, or coastal infrastructure projects
  • Experience supporting early contractor involvement (ECI) or pre-construction phases
