LOCKROSE is seeking expressions of interest from experienced Chartered Quantity Surveyors to support the delivery of complex infrastructure works across a portfolio of civil and marine projects. Operating within a regulated environment, this role will work closely with project leadership to provide cost management, commercial assurance, and forecasting support, ensuring projects are delivered in line with approved budgets and represent strong value.

This is a key role supporting the administration of NEC4 contracts, with a particular focus on compensation events, cost validation, and financial forecasting throughout both pre-construction and delivery phases.

  • Support the delivery of complex infrastructure works across multiple project locations
  • Play a key role in cost assurance, forecasting, and commercial performance
  • Work within a structured, governance-driven environment
  • Contribute to early-stage commercial input during ECI phases as well as live construction stages
  • Operate across sites requiring regular access to the West Coast of Scotland

Key Responsibilities

  • Provide cost management support to the Project Manager, ensuring robust commercial control across projects
  • Review and assess compensation events, including cost build-ups, assumptions, and programme impacts
  • Undertake independent validation of cost estimates and tender submissions, ensuring alignment with scope and value for money principles
  • Support the development and management of project budgets and cost forecasts
  • Monitor cost performance against baseline, identifying variances and potential risks
  • Contribute to commercial reporting, including cost to date, forecast outturn, and financial risks
  • Support cost assurance activities during Early Contractor Involvement (ECI) phases, including review of contractor estimates and pricing strategies
  • Work alongside programme teams to understand schedule impacts on cost and forecasting assumptions
  • Maintain accurate and auditable cost records and commercial documentation
  • Support the management of change control processes, ensuring cost implications are clearly assessed and documented
  • Attend project meetings as required, supporting commercial discussions and cost-related decision making

Requirements

About You

  • Proven experience operating at Chartered Quantity Surveyor level within infrastructure, civil engineering, or marine environments
  • Strong experience supporting NEC contracts (NEC3/NEC4), particularly in relation to compensation events and cost management
  • Experience in cost assurance, estimate validation, and value-for-money assessment
  • Ability to develop and manage project forecasts and cost reporting
  • Understanding of the interaction between programme, risk, and cost
  • Experience working within a regulated or governance-driven environment
  • Strong analytical skills with a high level of attention to detail
  • Clear and effective communicator, able to present cost insights in a structured manner

Essential:

  • Minimum 8–10 years’ experience in cost management or quantity surveying within infrastructure or similar sectors
  • Demonstrable experience supporting NEC contract administration and commercial management
  • Experience in cost forecasting, budgeting, and change management
  • Ability to review and challenge cost estimates and commercial submissions
  • Willingness to travel and work across locations accessible to the West Coast of Scotland

Desirable:

  • Chartered status (e.g. MRICS/CICES) or working towards
  • Experience in marine, port, or coastal infrastructure projects
  • Experience supporting ECI phases or pre-construction commercial activities
  • Familiarity with contract management systems (e.g. CEMAR or equivalent)
