LOCKROSE is developing a best‑in‑class Project Management Office (PMO) service offering to support complex infrastructure programmes. The PMO Lead will play a key role in mobilising, leading, and evolving PMO capability across client engagements. The role will ensure that programmes are governed effectively, deliver value, and build long‑term client capability. This is a client‑facing leadership role combining delivery assurance, advisory, and capability development.

Key Responsibilities

  • PMO Mobilisation & Leadership
    • Establish and lead PMO functions across client programmes and portfolios
    • Define PMO strategy, structure, and operating models aligned to client needs
    • Lead teams of PMO analysts, planners, and project professionals
    • Act as the senior PMO representative within client environments
  • Governance & Assurance (APM‑aligned)
    • Design and implement governance frameworks, controls, and reporting structures
    • Establish stage gates, assurance reviews, and performance tracking mechanisms
    • Provide independent oversight of delivery confidence, risks, and issues
    • Ensure alignment with APM principles, lifecycle governance, and best practice
  • Portfolio & Programme Controls
    • Develop and manage integrated portfolio reporting (cost, schedule, risk, benefits)
    • Enable data‑driven decision making at senior leadership level
    • Oversee planning, dependency management, and resource coordination
    • Drive consistency in tools, templates, and controls across programmes
  • Stakeholder Engagement
    • Build strong relationships with senior client stakeholders and sponsors
    • Lead governance forums, steering committees, and reporting discussions
    • Act as a trusted advisor on programme performance and improvement
    • Influence decision‑making in complex delivery environments
  • Capability Development & Continuous Improvement
    • Coach and mentor client teams in project, programme, and PMO best practice
    • Assess and improve PMO maturity, aligned to APM competence frameworks
    • Embed standard methodologies, tools, and delivery approaches
    • Drive continuous improvement and innovation within PMO services

Key Skills & Experience

  • Essential
    • Proven experience leading PMOs within complex programmes or portfolios
    • Strong understanding of project, programme, and portfolio management (P3M)
    • Demonstrable experience in governance, assurance, and delivery controls
    • Excellent stakeholder management and influencing skills (senior level)
    • Experience working in client‑facing / consultancy environments
  • Desirable
    • APM qualification (PMQ, ChPP) or equivalent (PRINCE2, MSP, PMP)
    • Experience in infrastructure, construction, or energy sectors
    • Experience establishing or transforming PMO functions
    • Familiarity with PPM tools (e.g. Primavera, MS Project, Power BI)

Education

Certifications & Memberships

  • Project Management Qualification (APM PMQ), PMP, PRINCE2, or equivalent.
  • Membership of relevant professional bodies (APM, PMI, ICE, CIOB, RICS).
