About the role
We are looking for a Senior Research and Data Analyst for our Better Care Fund Programme Support Team (BCF team). This is a key role in the development and delivery of analysis, insight, and support to underpin and inform our improvement support offer to councils and their partners in the NHS and beyond (such as care providers, the voluntary sector and housing) in the high-profile, dynamic area of integrated health and care systems.
We are looking for a team player who can work at pace, write and communicate well, and have strong organisational, project management and quality assurance abilities. You will have exceptional data analysis and visualisation skills, attention to detail and experience of using analysis software such as Excel to create meaningful and accessible insights for councils and health and social care systems. Experience of developing and using data within a complex programme is expected, along with the capability to communicate insights effectively to a range of key stakeholders.
A key requirement of this role is demonstrable knowledge of data collections relevant to integrated working across health and social care. This will include data reported by councils, NHS trusts, and independent-sector organisations. It will include data about length of stay and discharge from hospital, Better Care Fund metrics and any other data that can be used to help local health and social care systems improve how they commission and deliver integrated, effective, and sustainable health and care services.
You will understand data governance and data management challenges in and across health and care partner organisations. You will be able to apply tools and techniques for effective analysis and visualisation of the available published data on health and care integration to draw out meaningful and accessible insights for relevant national and local stakeholders. You will be responsible for designing and providing analysis and tools for local systems and national use as part of the Programme’s improvement support offers.
This role will see you supporting improvement and change in local systems by providing the critical business insight for leaders and frontline staff. For example, preparing insight reports that use data to describe the opportunities and challenges a system is facing, supporting local performance teams to access the right data through to challenging system leaders on how they use their data to drive improvement.

The Local Government Association and Association of Directors of Adult Social Services are Partners in Care and Health (PCH) working with well-respected organisations. PCH helps councils to improve the way they deliver adult social care and public health services and helps Government understand the challenges faced by the sector. The programme is a trusted network for developing and sharing best practice, developing tools and techniques, providing support and building connections. It is funded by Government and offered to councils without charge.

- High level analytical skills including the ability to apply tools and techniques for data analysis and visualisation, interpret evidence and identify trends.
- Experience of project management, demonstrating the ability to meet targets in respect of deadlines and resources.
- Able to work at pace, deliver under pressure, prioritising work against competing demands to meet deadlines.
- Self-motivated and self-supporting team player, willing to work flexibly to meet changing priorities.
