An exciting opportunity has arisen for a Senior Business Officer to join the Business Operations Team within Hampshire Engineering Services (HES) at Hampshire County Council.
The Role
As Senior Business Officer, you will provide specialist analysis, insight and coordination to support Hampshire Engineering Services (HES) across a range of projects and operational activities.
You will take responsibility for overseeing key operational data processes linked to Highway Development Agreements, ensuring information is accurate, up to date and supports effective monitoring and decision-making.
Working closely with the Business Manager and senior colleagues, you will produce high-quality reports, identify trends risks and opportunities, and help strengthen governance and service performance through robust management information.
You will also contribute to continuous improvement by enhancing reporting processes, improving data quality and supporting colleagues to make better use of information.
- What You’ll Do
- Oversee operational data and tracking processes for highway development agreements, ensuring accuracy, consistency and completeness.
- Produce clear and insightful management information to support planning, monitoring and decision-making.
- Analyse trends and highlight risks, issues or opportunities across projects and service activity.
- Support reporting cycles by preparing and validating data and helping to explain key movements and patterns.
- Develop and maintain reporting tools (e. g. advanced Excel models, dashboards and templates) to improve visibility of performance.
- Coordinate and mentor colleagues within the business operations team, supporting consistent, high quality outputs (without line management responsibility).
- Lead small improvement initiatives focused on data quality, reporting and workflow efficiency.
This is a varied role where your expertise will directly support governance, value for money and service resilience.
What We’re Looking For

- You’ll Bring
- Strong analytical skills with the ability to interpret complex data and present clear, meaningful insight.
- Advanced Microsoft Excel skills (e. g. formulas, pivot tables, data modelling and analysis).
- Strong working knowledge of Microsoft 365 (O365), including tools such as Share Point, Teams and data/reporting applications.
- Experience producing management information, performance reporting or business insight.
- Experience using systems (such as SAP or similar) to extract, analyse and validate data.
- Confidence working with stakeholders to explain data and support decision-making.
- A structured, accurate and customer-focused approach.
- Strong communication and interpersonal skills, with the ability to work effectively with a wide range of colleagues and stakeholders.

- Experience improving reporting, data quality or business processes.
- Experience working with complex or high-volume operational data.
- Experience using SAP reporting tools, particularly for project reporting and timesheet reporting.
- Familiarity with S278/S38 Highway Development Agreement processes.
- Experience working in a public sector or local authority environment.
