A starting salary between £37,111 and £41,834 will be offered to the successful candidate based on their skills, knowledge, experience and performance at interview. This range is not negotiable.

Work pattern: Full time (applications are welcome from people who work part time, as part of a job share or who work full time)

Location(s): Pan Wales. ‘Pan Wales’ means the post holder can be based in any Welsh Government office, subject to business needs. Roles based outside Wales, including London, are not available unless explicitly stated in the advert.

The post holder’s travel from their home to their assigned Welsh Government office is considered their ‘ordinary commute’ and must be done in their own time and at their own cost.

Purpose of post: The Property Infrastructure Division’s vision is to help create modern and connected property infrastructure (sites and premises) to meet the needs of business in all parts of Wales to maximise regional economic benefits. The Division is a commercially focused, customer facing team with skills in a range of built environment professions. The Property Delivery Plan seeks to deliver a rolling programme of 300,000 sq ft p.a. of new premises together with investment ready sites with an estimated capex of £200M over the next 10 years.

The post holder will be responsible for assisting the delivery of key capital and property projects on behalf of the Welsh Government. Projects may involve the construction, extension or alteration of commercial and industrial buildings, delivery of civil engineering projects and mains services and remediation of contaminated sites. The post-holder will support technical, delivery and assurance decision making on a range of technical programmes and projects which achieve an impact for the economy and assist in monitoring and evaluation of those projects and programmes and associated budgets.

The post holder will work closely with more senior Technical Project Managers and share knowledge in construction, engineering, procurement and project delivery and support recommendations to the Property team and to other parts of the WG.

The post holder needs to be experienced in the built environment discipline, including in the delivery of construction/infrastructure projects. Knowledge of contract law is beneficial and must operate credibly both within Welsh Government and with external stakeholders.

Key tasks:

  • Assist the management of project teams and specialist consultants/contractors to deliver key projects within agreed timescales and budgets, including cashflow forecasts, risk and time schedule management.
  • Prepare and review project briefs and specifications and tender enquiry/procurement documents.
  • Assist with procurement activities and creating new contracts.
  • Help monitor projects/partnerships and review how value for money, sustainable development and compliance are being achieved.
  • Prepare Ministerial Advice/Briefs and advice to the Property Leadership team to obtain approval for projects.
  • Assist in the management of procedures to comply with relevant statutory regulations including Environmental, Health and Safety and Sustainability Duties.

The work of the Property Infrastructure Division is of critical importance in supporting the development of new and existing industries in Wales, meeting the challenge of climate change, improving productivity and delivering positive economic outcomes for all parts of Wales.

This post requires travel across Wales to visit sites and premises in order to carry out business. Visits generally range between weekly and monthly depending on the nature and stage of the project. This role may require occasional travel to other Welsh Government offices or sites in other parts of Wales from time to time. Sites could be in remote locations, not easily accessible by public transport, therefore a full driving licence is required.

  • Experience 2: Knowledge and understanding of construction/property industry, commercial procurement, forms of contract, contract law, CDM, health and safety regulations and sustainable development and carbon reduction best practice.

Technical: We'll assess the following Technical skills during the selection process.

  • Technical 1: Working towards or prepared to work towards being a Chartered member of an appropriate professional body.
