The predicted salary is between 36000 - 60000 £ per year.

This is a senior clinical post that will sit within Livewell Southwest but work outside the normal agency boundaries providing support to colleagues in social care, health and education, to support and advise on the development of packages of care for some of the most complex young people in the Plymouth System. The aim being to facilitate multi-agency care that not only provides safe provision for young people during periods of escalation/crisis but also supports the prevention of escalation, to recover and achieve their potential in life.

All Livewell staff are expected to be able and willing to work across a 7-day service.

Main duties of the job
  • Providing leadership across the system with the ability to work with children, young people and their families/carers across several organisations.
  • Ensuring patient safety and supporting sourcing high-quality care and maintaining multi-agency risk management.
  • Providing leadership and support strategic objectives across the system.
  • Researching and seeking innovative solutions, both to immediate problems and longer-term system challenges.
  • Co-ordinating systems of support to ensure that a child's needs are met as early as possible and as fully as possible, to prevent crisis.
  • Being aware that many young people present with neurodiverse needs but without clear diagnoses and aiming to maximise the support for all children by working cohesively as a system.

Job responsibilities
  • Supporting a process and toolkit for earlier recognition of children and young people who are at risk of significant distress leading to a breakdown in their home or care environment.
  • Defining and implementing a multi-agency process for coming together around the child or young person to pool skills and develop a responsive care or support package.
  • Working with partners across the health system e.g. Primary care, acute trusts.
  • Supporting children's social care to assess the full range of a young person's health needs and source appropriate care.
  • Offering clinical advice to education, schools, colleges and employment settings when they are struggling to meet the needs of young people presenting in distress.
  • Developing proposals for the innovative use of personal budgets.
  • Understanding the offer from VCSE organisations and how these might support individual children but also how this market might be developed into a formalised element of the systems response.
  • Furthering Plymouth's ambition to embed a trauma-informed approach throughout the system.
  • Representing LSW CyPFS at system child-focused panels supporting the health needs of young people, for example EHCP panels.
  • Developing effective working relationships with key partners, young people and their families, Primary Care Networks, Education, Commissioners, Acute Trusts, Local Authorities, voluntary sector and staff side in order to deliver continuous improvement in the CYPF Service.
  • Reviewing services and pathways, working with key stakeholders to effectively redesign pathways in order that they meet the needs of children and young people, and parents/carers.
  • Managing and delivering high-quality services which meet the needs of CYP and their parents and carers by working to ensure that performance standards are met and applied to a high standard consistently across the defined populations.
  • Implementing effective processes for monitoring and managing activity, providing assurance via LSW governance structure for safe and effective service delivery.
Person SpecificationKnowledge
  • Knowledge of operational management roles in more than one area/service.
  • Knowledge of Health and Social Care system including relevant legislation, guidance and policies.
  • Knowledge of Performance management.
  • Financial management and business acumen.
  • Up to date knowledge of national and local policy within the NHS, Local Authority and other public sector bodies.
  • Knowledge of both Adult and Children's Social Care.
  • Understanding of complaints procedure.
Experience
  • Demonstrable management experience working at senior manager level.
  • Evidence of effective leadership and management of people, ideally within a Health and/or Social Care environment.
  • Evidence of leading and implementing service change and contributing to long-term strategies across health and social care.
  • Ability to analyse and evaluate service requirements dependent on client need and organisational context often in highly complex and contentious situations.
  • Experience of incorporating patient/user views into the provision of services.
  • Significant experience of using audit and analytical skills in option appraisals/service planning.
  • Experience of conducting negotiations relating to highly complex matters with other senior managers both internal and external to the organisation.
  • Accomplished chairperson for meetings local to organisation and county-wide.
  • Business case planning.
  • Commercial or clinical experience in business development.
Specific Skills
  • Ability to prepare and present reports for consideration at senior forums.
  • Ability to manage contentious and emotive service redesign and organisational change with both internal and external stakeholders.
  • Ability to evaluate varied courses of action regarding clinical governance, risk management and service improvement in order to achieve the most effective outcome.
  • Able to communicate effectively verbally, adjusting language, style and content as appropriate to the audience, including highly complex, sensitive or contentious information where there may be barriers to understanding.
  • Facilitation and influencing skills.
  • Able to perform where high levels of concentration are required despite high levels of interruptions.
  • Work to tight and conflicting deadlines.
  • IT skills including use of Microsoft Office.
Qualifications
  • Registered with the NMC or HCPC.
  • Hold a Masters Level qualification in a health-related subject with demonstrable management experience working at senior manager level or has equivalent level of knowledge gained through significant experience at senior Health and/or Social care management level and undertaken recognised management training.
  • Relevant level of CPD.
