The Building Manager is responsible for the day-to-day operational management of a high-rise residential development, ensuring the building is safe, compliant, well-maintained, and delivers an exceptional living experience for residents. The role combines operational leadership, resident engagement, contractor management, compliance oversight, and the effective management of building services including district heating and mechanical and electrical (M&E) systems.

The Building Manager will act as the primary on-site representative, ensuring that all statutory obligations are met, maintenance services are delivered to a high standard, and residents receive a responsive and professional service.

Key Responsibilities

Building Operations and Maintenance

  • Oversee the day-to-day operation of the building and associated facilities.
  • Ensure common areas, plant rooms, amenities, external areas, and infrastructure are maintained to a high standard.
  • Monitor the performance of all maintenance service providers and specialist contractors.
  • Oversee reactive maintenance activities, ensuring issues are responded to and resolved within agreed service levels.
  • Conduct regular building inspections and implement corrective actions where required.
  • Monitor maintenance trends and identify opportunities for service improvement and cost efficiencies.
  • Maintain accurate records of inspections, maintenance activities, defects, and remedial actions.

Compliance and Building Safety

  • Ensure full compliance with all statutory, regulatory, and building-specific requirements.
  • Coordinate and oversee all compliance testing, inspections, and servicing, including but not limited to:
    • Fire safety systems
    • Emergency lighting
    • Fire doors
    • Lifts and lifting equipment
    • Water hygiene and Legionella controls
    • Smoke ventilation systems
    • Electrical installations
    • Lightning protection systems
    • Gas safety systems where applicable
  • Maintain the building compliance register and ensure all certification remains current.
  • Support the implementation and maintenance of Building Safety Case requirements where applicable.
  • Ensure all health and safety responsibilities are discharged effectively.
  • Manage the reporting, investigation, and resolution of incidents, accidents, and near misses.

Mechanical & Electrical and District Heating Systems

  • Oversee the operation, maintenance, and performance of all mechanical and electrical systems.
  • Act as the site lead for district heating network management, ensuring systems operate safely, efficiently, and reliably.
  • Liaise with specialist engineers and service providers to ensure planned maintenance programmes are completed.
  • Monitor plant performance and utility consumption, identifying opportunities for optimisation and energy efficiency improvements.
  • Ensure residents are effectively informed of planned and unplanned disruptions.

Contractor Management

  • Manage all on-site contractors and service providers.
  • Ensure contractors operate in accordance with health and safety requirements, site rules, and contractual obligations.
  • Work in partnership with our central procurement team to ensure relevant permits to work, and contractor competency documentation.
  • Conduct contractor performance reviews and service audits.
  • Monitor service delivery against agreed key performance indicators.
  • Ensure quality standards are maintained and any performance issues are addressed promptly.

Resident Engagement and Customer Service

  • Act as the primary point of contact for residents on operational matters.
  • Build strong relationships with residents and resident groups.
  • Ensure resident enquiries, complaints, and service requests are handled professionally and promptly.
  • Lead resident engagement initiatives including meetings, site walkabouts, newsletters, and community events.
  • Provide regular updates on maintenance works, compliance activities, service improvements, and building projects.
  • Promote a customer-focused culture throughout all site operations.

Budgetary Support and Reporting

  • Assist the Property Manager in the preparation and management of operational budgets and service charge expenditure.
  • Produce regular operational, compliance, and performance reports for management and clients.
  • Experience managing a high-rise residential, mixed-use, or complex property environment.
  • Strong understanding of residential building compliance and health and safety obligations.
  • Experience overseeing M&E systems and district heating networks.
  • Experience managing contractors and service providers.
  • Proven experience handling resident engagement and customer service issues.
  • Experience managing reactive and planned maintenance programmes.
  • Ability to interpret technical reports and compliance documentation.
  • Excellent communication and stakeholder management skills.Strong organisational and problem-solving abilities.
  • Ability to prioritise and manage multiple competing demands.
  • Strong attention to detail and record keeping.
  • Commercial awareness and budget management capability.
  • Competent in Microsoft Office and property management systems.

Desirable Qualifications

  • IOSH Managing Safely or NEBOSH qualification.
  • Membership of TPI, IWFM, RICS, or equivalent professional body.
  • Fire Safety or Building Safety related qualifications.
  • Technical qualification relating to building services, facilities management, or property management.
