About The Role
The Liverpool City Region is entering a bold new era for public transport. With bus franchising now in place, we’re taking direct control of bus network revenues for the first time in over 40 years—and we’re looking for a commercially astute leader to help shape the future.
As Fares Strategy & Revenue Manager, you’ll be at the heart of this transformation. Reporting to the Head of Partnerships & Growth, you’ll lead the development and delivery of a region-wide farebox strategy for bus that drives patronage, boosts revenue, and ensures affordability for all. This is a high-impact role that blends strategic insight with hands‑on delivery, balancing short‑term revenue opportunities with long‑term growth and integration goals.
You’ll work across teams and transport modes to optimise fare structures, champion digital ticketing innovation, and support the Mayor’s vision for a simplified, inclusive and sustainable network. From designing pricing pilots and concessionary schemes to advising senior stakeholders and political leaders, your work will directly influence how people move around our region.

About The Person
You bring solid commercial experience in the transport sector—whether through operations, commercial planning, or mobility strategy—and you’re ready to help shape fare policy at a regional level.
You understand how fare structures impact passenger behaviour, how ticketing innovations can support modal shift, and how to balance affordability with financial sustainability. You may have worked for a bus operator, a transport authority, or in a consultancy role, but what sets you apart is your practical insight into how the network works on the ground.
You’re comfortable working with data to inform decisions, forecast revenue, and model fare scenarios. You understand the nuances of concessionary schemes, multi‑operator ticketing, and the operational realities of delivering a seamless customer experience.
Collaborative and politically aware, you’re confident engaging with operators, internal teams, and external stakeholders. You bring a customer‑first mindset and a passion for making public transport simpler, fairer, and more attractive to the communities it serves.
Key Essential Criteria
- Relevant experience in bus operations, commercial planning, or transport strategy, with a strong understanding of how fare structures, ticketing, and customer behaviour interact across a public transport network.
- Ability to analyse data and apply commercial insight to inform fare policy, forecast revenue, and support decision‑making—ideally with experience of concessionary schemes, multi‑operator ticketing, or integrated mobility solutions.
- Strong stakeholder engagement and communication skills, with evidence of working collaboratively across operators, internal teams, and external partners to deliver customer‑focused, inclusive transport outcomes.
