The LCRCA MDC Programme Director will provide strategic leadership to design, establish and operationalise Mayoral Development Corporations (MDCs) for the Liverpool City Region. Reporting to the Executive Director for Investment & Delivery, the postholder will lead a complex, time‑critical programme to accelerate housing, regeneration and place‑based development, working across the Combined Authority, constituent local authorities, government, investors and delivery partners.

  • Delivery‑driven, comfortable working at pace, navigating ambiguity, and actively managing risks and opportunities.
  • An excellent communicator and influencer, able to brief senior leaders and partners clearly and constructively.

Essential criteria

  • Significant experience in the development and delivery of complex, large infrastructure projects in a regulated industry, ideally in investment, housing and regeneration, transport or a related sector.
  • Experience with business case development, TAG Guidance and viability appraisal for a fund, project, programme or similar financial experience.
  • Demonstrable experience of managing complex projects with significant impact and mitigation requirements.
