About the Role

An exciting opportunity for someone with the skills, drive and determination to develop this all-new role in the Facilities Management / Land & Property Service. The Facilities Management and Land & Property teams deliver a range of Hard and Soft FM services to ensure the safe and efficient management of the Combined Authority's High Value, high complexity Land and Property Portfolio, whether that be as an owner or occupier of a site. The role will also expand into supporting the Ferries operations, Maintenance Delivery services, Bus and Rail operations where there are opportunities for efficiencies. Our operations teams facilitate over 26 million journeys through the Mersey Tunnels and operate the Mersey Ferries services, carrying over 600,000 passengers a year. Our Maintenance Delivery services respond to over 20,000 reactive and planned maintenance tasks and support our wider investment plans across the estate. We are a 24/7, 365-day Operation and our Assets are the key for the social and economic wellbeing of Liverpool City Region and beyond.

About the person

We are looking for someone who will be the lead officer for the whole life process of contract procurement and management within the Customer & Operations Directorate. You will be well versed in the requirements of procuring and managing a wide and complex range of hard & soft facilities management contracts covering Operational and non-operational Buildings, Land assets, and Tunnels operations. You will have the demonstrable experience and skills necessary for whole life contract procedures from inception to completion and everything in between. Specifying, procuring, and performance managing wide-ranging and often complex Statutory and Non-Statutory contracts to support the operations and delivery services. You will be proactive, ensuring contracts are procured and managed in a timely manner to ensure the high standards required for estate management services are maintained and continuous. Ideally, you will have a facilities/contract/contractor management or engineering background with an understanding of the legislation that applies to contract procurement for the safe management of people, land & property infrastructures. You will have the drive and determination to work with other departments in their delivery of a range of services that the 1.6m people of Liverpool City Region expect and deserve.

Key Essential Criteria

  • Experience of procuring and performance managing a range of statutory and non-statutory contracts and the supply chain.
  • Understanding of and ability to apply legislation requirements applicable to contract procurement and service delivery.
  • Evidence of experience of driving efficiency without compromising standards, service or quality provision.
