About The Role

The Investment and Delivery Directorate seeks an Investment Manager to develop and invest in place and infrastructure projects, maximizing the impact of devolved funding and generating new sources of capital. You will work with public and private partners to deliver projects that positively impact communities, such as town‑centre regeneration, economic infrastructure, culture, transport‑led and residential‑led place‑making.

Responsibilities

  • Prioritise investment opportunities and oversee development of the next pipeline of projects.
  • Work closely with Transport, Housing specialist teams, Policy leads, and Evidence, Research & Intelligence teams.
  • Advise on capital projects from inception through structuring, execution and delivery.
  • Build and maintain strong stakeholder relationships across public, private, third‑sector and social‑economy partners.
  • Provide clear evidence of assessing project proposals, evaluating development potential, financial viability, and strategic fit.
  • Advise on public‑sector investment and shape investment decisions, including funding mechanisms.
  • Oversee due diligence and negotiate commercial terms for project development or investment.

Qualifications

  • Experience with publicly‑funded property, regeneration and place‑making projects.
  • Demonstrated ability to advise on capital projects from inception to delivery.
  • Strong influencing skills and the ability to shape policy and delivery.
  • Commercially minded, self‑starting, highly motivated, and willing to go the extra mile.
  • Excellent communication and relationship‑building skills.
