A bit about us:
Liverpool City Council is on a significant transformation journey, and as a result, we are strengthening our Transformation Team and looking for a Head of Transformation Portfolio Delivery on a fixed term basis for a minimum of 12 months (with the potential to rise to 18 months) to help support and drive our delivery teams.
This is the first of many exciting roles within our Transformation Service, with more opportunities coming soon as part of a wider recruitment campaign.
Our Transformation Team is entering an ambitious new chapter, strengthening capability across programme delivery, project management, business change analysis, change management and portfolio management disciplines. This investment reflects our commitment to building a high-performing, multidisciplinary transformation function that supports the successful delivery of our transformation portfolio and helps create a centre of excellence for transformation, change and continuous improvement

The role:
The Transformation Portfolio touches on all areas of Council activity. The Portfolio will improve our customer experience, transform our leisure provision across the city, support the improvement of outcomes for people needing social care, and help to facilitate the vision of making homelessness rare, brief and non-recurring, and much more. We are working at the heart of this transformation and there has never been a more exciting time to join our team.
Our roles operate on a hybrid approach to allow flexibility between home working and office working at the Cunard Building.
Key responsibilities:
- The role of Head of Transformation Portfolio Delivery will provide strategic leadership across Liverpool City Council's Transformation Portfolio, ensuring transformation priorities are aligned to corporate objectives and delivered in support of better outcomes for residents, communities and businesses
- Head of Transformation Portfolio Delivery is responsible for the delivery of large, complex and high-profile transformation programmes and projects, providing oversight of governance, assurance, portfolio performance, benefits realisation, risks, issues, interdependencies and adoption of change management theory and tools to aid the portfolio through our delivery stages
- In the role of Head of Transformation Portfolio Delivery, you will work closely with the Director of Transformation, Head of Service: Transformation Discovery, Corporate Directors, Cabinet Members, and key stakeholders across the organisation to deliver a Transformation Portfolio to the desired scale, pace and quality.
- Your demonstrable knowledge as a Head of Transformation Portfolio Delivery will include leading large-scale strategic programmes, managing complex stakeholder relationships, influencing at senior levels and successfully delivering transformational change and measurable organisational benefits
- The role of Head of Transformation Portfolio Delivery will lead, develop and inspire a high-performing team of programme, project and change professionals while supporting the growth of change and continuous improvement capability across the organisation
This role is fixed term for the purpose of supporting an interim and transitional service operating model and will end 12 months from the contract start date (potential for this to increase to 18 months).
