We are seeking an ambitious, qualified Accountant to lead high-profile financial planning activities within Liverpool City Council. This pivotal role will support Finance's modernisation journey, adopting a Finance Business Partner approach and driving the implementation of the Council's new core financial system, Microsoft Dynamics 365. You must hold a current membership with CCAB or CIMA, and provide evidence of continued professional development (CPD). Proven experience in financial planning and supporting the Medium-Term Financial Strategy (MTFS) within a local authority setting. Strong understanding of local government funding frameworks and their connection to national policy.

The Role: You the Financial Planning Manager will provide project management, guidance, and input throughout the implementation process, ensuring robust financial controls and documentation. The role also involves developing and testing processes, managing interfaces and feeder systems, and embedding Planning, Budgeting, and Forecasting functionality. As the Financial Planning Manager, you'll support the implementation of Microsoft Dynamics 365, including project management and stakeholder engagement. Our Financial Planning Manager will develop and maintain financial processes and controls, ensuring full documentation. Within the role of a Financial Planning Manager, you will be required to test system functionality, including core interfaces and feeder systems. Throughout your role as the Financial Planning Manager, you will maintain the Medium-Term Financial Strategy (MTFS) financial model until integration into the new system. Our dedicated Financial Planning Manager will ensure all financial models underpinning MTFS assumptions are accurate and regularly updated.
