Liverpool City Council is looking for a Finance Manager to drive financial excellence across Housing and Homelessness services. The role delivers financial modelling, reporting and strategic advice to senior leadership, enabling efficient use of resources and supporting the transformation of public services.

Key Responsibilities:

  • Conduct financial modelling, scenario analysis and provide insightful financial advice to support strategic decision‑making and resource allocation.
  • Monitor and analyse financial performance, producing clear, concise and timely reporting to senior leadership and elected members.
  • Develop and maintain strong working relationships with key stakeholders, acting as a trusted advisor and influencing service design and delivery through sound financial analysis.
  • Support the development of robust financial strategies and business cases, ensuring alignment with departmental objectives.
  • Drive efficiency, innovation and financial resilience across Housing and Homelessness services through data‑led insight.
  • Identify areas of financial risk and develop mitigation strategies to ensure compliance with regulatory requirements, relevant financial regulations, policies and statutory requirements.
  • Collaborate with the wider finance team to ensure accurate and efficient financial operations, including budget monitoring, forecasting and month‑end processes.
  • Contribute to the continuous improvement of financial systems, processes and reporting tools.

Qualifications:

  • Member of a recognised professional accountancy body (CCAB/CIMA) or suitable qualifying experience, and prepared to become a CCAB/CIMA qualified accountant.
  • Strong experience in financial modelling, analysis and reporting within a public sector environment.
  • Excellent communication skills with the ability to influence senior stakeholders and deliver clear financial advice.
  • Advanced proficiency in Microsoft Excel and experience with finance systems and data analysis tools.
  • Demonstrated commitment to the values of the Council, with a strong focus on service delivery and continuous improvement.
